Summary of the work ARP requires support to design, embed and monitor process improvements and provide additional PMO support. The requirement is split in to 7 discrete Work Packages: A: Issue Management B: Risk Register C: Reporting D: Document Management E: Change Control F: Additional PMO Support G: Optional Service Support: fte Planner Expected Contract Length 12 months Latest start date Monday 5 March 2018 Budget Range Budget : up to £300,000. Why the Work is Being Done ARP is looking to procure specialist PMO resources to support the existing opportunities and address improvement areas within the existing ARP PMO function for a period of 12 months from 1 March 2018. Problem to Be Solved The current PMO focus is centred on administration. However, ARP has a strong objective to create a PMO which is more directive and assurance led and one that has disciplines centred on/ around the Programme Master Plan. Work has begun to recalibrate and restructure the PMO function and to design and deliver a new PMO service offering. Who Are the Users The ARP Programme Plan is an emerging programme; it is the collection of a set of existing stand-alone projects in to one programme governance structure. Early Market Engagement A scoping exercise has been conducted and has resulted in a series of findings that will require immediate delivery of priority work packages to address a number of improvement areas. Existing Team The existing PMO team comprises: 3 PMO Managers, 2 PMO Support Staff and 1 PMO & Technical Support Staff. We are also actively recruiting for 2 PMO Analysts to start in the New Year. Current Phase Live Skills & Experience • have experience of similar successful projects, including case study • confirm capacity and availability to meet ARP requirements Nice to Haves demonstrate experience of similar successful projects within an NHS environment, including case study Work Location The PMO is currently based in our London office but may be required to attend meetings across the UK and at our Barnsley office. Working Arrangments We require one full-time equivalent (fte) Interim Head of PMO, one fte Senior PMO Lead and a further one 0.5 fte PMO Specialist. There is an expectation that one fte is always on site for 7.5 hours per day during working hours (08.30-5.30). Optional service requirement: One fte Planner for approx 6 months. No. of Suppliers to Evaluate 15 Proposal Criteria • Detail similar projects and outcomes achieved, together with any added value offerings. (10%) • Provide a draft method statement for the entire proposal including timeline and detailing the support offered. • Detail the qualifications and experience of individuals who will be working with our team. • Detail your expectation of ARP team involvement to support this activity together with any pre-requisites, both technical and environmental. • Detail how you will meet the technical requirements stated above. • Highlight the challenges you expect to be faced with and the approach you will adopt to overcome these challenges. • Please provide contact details (including email address) of two recent/ current clients for who you have deployed similar services. A: The deadline of 3rd of January is for registering interest and submitting a summary response on the CCS Digital Marketplace. The deadline for submission of the full tender response on the Delta eTendering portal is Weds 17 January.
