Why the Work is Being Done The NHSBSA provides digital services to end users which over the next 2 years will contrinue to transform as well as create new user services with goals of - 80% Digital Transactions and a 50% Unit Cost Reduction. The work undertaken by the NHSBSA will transform service offerings and also establish new service offerings in line with the Government Digital Service Standards and Technology Code of Practice. Problem to Be Solved Whilst the organisation has a core team of resources required to deliver services we also require resources to augment into the teams to overcome spikes in demand or specialist deliverables. The organisation is currently unable to do this in a flexible and timely manner. We are looking for a solution which enables access to resource to deliver specific short term outcomes across the programme. Outcomes would cover all areas of the delivery of digital services in line with GDS design. Specific outcomes will be agreed case by case with any supplier during the contract period. Who Are the Users As a Service Manager for a NHSBSA service I need to access resources required to transform my service, so that I can build services around user needs which enable increased digital take up and subsequently a reduced transactional cost or a reduced cost to the wider NHS. As a Service Manager I need to be able to access resources in a quick and efficient manner which would enable me to deliver service transformation when demand for resource is unpredicted or specialist and needed for only a small period of time. Early Market Engagement NA Work Already Done The organisation has currently identified 11 service areas which will form the digital portfolio, there are a number of user needs or functions in each phase of the digital lifecycle (Discovery, Alpha, Beta). Projects are currently being delivered using internal resource as well as services procured via CCS RM960 Contingent Labour ONE or CCS RM1043iii/RM1043iv for Digital Outcomes and Specialists. Existing Team The team is currently 90% NHSBSA internal resources (approx. 70 people) with some independent contract resources within the team (approx. 10 people) we also have other supplier arrangements for specific service deliveries. It is expected that all of our suppliers work in a one team ethos to deliver NHSBSA services. This includes, Service Managers, User Researchers, User Experience, Front End Developers, Back End Developers, Technical Architects, Delivery Managers, Test, Information Security, DevOps, Data Analysts Current Phase Not applicable Work Location Stella House Newcastle Hesketh House Fleetwood Lancashire Eastbourne Working Arrangments Individuals will work as a part of the teams in place or form full teams, they will be viewed as part of the overall NHSBSA Digital Delivery Directorate with a one team ethos. The teams are co located and work following both Agile and Waterfall principles it is expected that any individuals will work in this way. Individuals will be expected to be on site 5 days per week unless otherwise agreed. Individuals will be expected to participate in team and organisational activities such as communities of practice to enable shared learning. Individuals must comply with NHSBSA SHE policy's/procedures. Security Clearance Baseline Personnel Security Standard (BPSS) Additional T&Cs Skills & Experience Experience of designing services in line with the Government Digital Service Standards, from initial discovery thorugh alpha, beta and ultimatley live. (3%) Demostrate the ability of designing and delivering services which meet ITIL Service Intergration and Management standards (2%) Delivery of projects following Agile governance (SCRUM) and PRINCE2 (2%) Experience of working in a Public Sector environment with an understanding of Public Sector directives, including experience of applying the Government Technology Code of Practice (3%) Ability to provide resources within 5 working days from agreement of delivery outcomes (3%) Experience of working in a matrix co located delivery team and adapting to the culture of the organisation (2%) Demonstrate experience of how resources have been deployed within an organisation and supported the deveopment of internal capability (leaving a positive legacy) (3%) The supplier will be able to provide resources to perform the folloiwng roles within a projet as defined by GDS role descriptions (https://www.gov.uk/service-manual/the-team/what-each-role-does-in-service-team), including; (2%) Project Manager Business Analyst Front End Development Back End Development User Experience User Research Technical Architecture Solutions Architecture Web Ops Infrastructure Architecture Nice to Haves Experience of delivering services which result in a reduction of the services transactioal/unit/running costs (4%) Experience of transitioning services from physical infrastrcuture to cloud (3%) Experience of using shared opensource components to design and deliver services (3%) No. of Suppliers to Evaluate 5 Proposal Criteria Approach and Methodology across discovery, alpha and beta (10%) How the proposed solution ensures that resources are successfully enbedded (and measured) within the NHSBSA and form part of the wider NHSBSA Team (10%) Value for Money - How the supplier will demonstrate good value for money to the NHSBSA (10%) Cultural Fit Criteria The NHSBSA have the following values and any supplier will be able to demonstrate the same values Care - We care about how our customers and our people experience the NHSBSA (2.5%) Drive - We are a force for good.
