Introduction to DPS - Dynamic Purchasing System - Home to School Transport

To improve efficiencies for both TSS and you as an operator we are introducing what is referred to as a ‘Dynamic Purchasing System’ which is a tendering process already used widely for procuring transport contracts. A Dynamic Purchasing System or DPS as it is more commonly known invites applications from operators to be included in a framework which TSS as a commissioner can ‘call off’ at anytime. To enter the framework you will be required to complete and submit a Pre-Qualification Questionnaire (PQQ) within a 30 day period and providing your application is successful you will be accepted onto the framework. Your acceptance onto the framework will last 4 years (subject to contract management) and during this time we will periodically invite new operators to apply to join the framework.
