Tender description
Provision of NHS 111 Integrated Urgent Care services to all patients visiting, registered and resident in the following CCG geographies: South Eastern Hampshire CCG (Lead CCG) Fareham and Gosport CCG North Hampshire CCG North East Hampshire and Farnham CCG, Portsmouth CCG Southampton City CCG West Hampshire CCG Surrey Heath CCG. In addition, NHS England — South (Wessex) have a requirement for a Dental Advice Service. This will include clinical triage of patients, advice and booking urgent appointments. The service will be for patients within Hampshire and Surrey Heath and will be rolled out to Dorset patients from 1.4.2019. The Contracting Authority's commissioning intentions is to Direct Award new interim model co-design contracts with incumbent suppliers for this provision which will be in place until 31.5.2021 with a new procurement process commencing Quarter 3 of 2019 (to enable 12 months procurement and 6 months mobilisation period). The service will be based on the NHS England national specification for 111 call handling, Clinical Advice Service and triage, plus integration with locally specified provisions for post triage referral. The portal will also include a copy of the Request for Information document inviting potential providers to attend the Market Engagement Event planned for 22.3.2018 and seeking confirmation of any queries potential providers may have at this stage and also whether they wish to attend the proposed Market Engagement Event and who will be representing their organisation. The value of the contract is based on a 3 year contract award across all participating organisations, for further breakdown of this information please refer to the Commissioning Intentions paper published on Intend. The Contracting Authorities seek to award, for visiting, registered and resident patients within the commissioning geography, Supplier Contracts for the Provision of a fully integrated, single point of access, 24/7 Integrated Urgent Care Service incorporating access via NHS 111 and 111 Online access. This includes where applicable a Clinical Assessment Service and GP Out-of-Hours services, Face to Face and Home Visiting services, and a commitment to empowering the population to self-care where appropriate, with a focus on education and lifestyle modification. The Awarding Authority seek to award new interim model contracts to entities who will be responsible for the provision and operation of a visionary IUC Service with clear accountability and leadership. This includes responsibility for financial and budgetary management, budgetary analysis, clinical governance and overall contract management of the call centre, interconnectivity with community services, emergency departments, primary care, ambulance services and any other applicable services and provisions, to maximise patient care efficiency across the Health and Social Care system. The contracted Providers will be required to deliver a service that offers a seamless patient journey from initial contact with the service through to the establishment of a treatment plan (including direct electronic appointment booking) or closure on advice. The Contracting Authority's commissioning intention is to Direct Award new interim model co-design contract(s) with incumbent supplier(s) for this provision, until 31.5.2021 and commence a full procurement in Quarter 3 of 2019 for the longer term provision of services. Please find within the Intend Portal (https://in-tendhost.co.uk/soepscommissioning) the paper outlining this decision making process and clarification of services which will be outside of these contract arrangements and being procured separately. The Contracting Authority is looking to host a Market Engagement Event on 22.3.2018, 2:00 — 4:00 pm, in the CCG Board Room at Fort Southwick (James Callaghan Drive, Fareham, Portsmouth PO17 6AR) to further articulate the commissioning intentions to Direct Award new interim model co-design contracts with the incumbent providers until 31.5.2021 and confirm the procurement timelines for a new procurement process for Integrated Urgent Care. This will be the opportunity for any potential providers to raise any queries and provide feedback regarding the Commissioning Intentions. The closing date for requests to attend the Market Engagement Event will be 12:00 pm on 19.3.2018, please confirm via a Correspondance message on the Intend portal by this date who will be representing your organisation (full name and job title), a maximum of 2 invitations per company can be provided. The closing date for any queries or concerns in relation to this procurement approach will be 12:00 pm on 9.4.2018. As matters currently stand the commissioners intend to proceed with directly awarding and entering in to interim 3 year contracts to the incumbent providers from 9.4.2018 onwards, and will be commencing the competitive procurement process by Quarter 3 of 2019 for the longer term requirement. The portal also provides the ability to download a copy of the report which has been written to propose the Commissioning Intentions. The intention is for these arrangements to also include the NHS England South (Wessex) Dental Service but exclude the Isle of Wight.
