Summary of the work The Mobility Programme spans IUS/NSoIT(B) seeking to deliver an integrated suite of mobile solutions Defence-wide. A team of SMEs with the knowledge/experience are required to lead/deliver the requirement. Project/stakeholder management skills and agile development of ICT services are key to delivering an enhanced mobile working and improved communications across MOD. Expected Contract Length 11 months with an 11 month option Latest start date Tuesday 2 January 2018 Budget Range Budget for the duration of contract (including T&S) (Ex VAT): £352,083 Limit of Liability for T&S (EX VAT)?: £8,333.33 Why the Work is Being Done To minimise risk to MODNET and ISS outcomes and benefits through effective and timely delivery of the following outcomes: (1) Lead the implementation of NSOIT Mobility services through the planning, tracking and reporting of delivery of mobile tablet and telephony services into live operations. (2) Project Manage the delivery of MOD policy-compliant NSoIT Mobility solutions through managing technical, security and policy compliance activity with MOD assurance stakeholders. (3) Provide expertise in delivery of Mobility solutions through facilitating the appropriate commercial arrangements for on-going support/management and development/implementation of the longer term MOD ‘Strategy for Mobile working’ using agile project management expertise. Problem to Be Solved To Deliver NSoIT and IUS to Performance, Time and Cost estimates in a sustainable manner and with minimum disruption to Defence business and outputs. Who Are the Users Cross Defence. Provision of capable, timely and VFM ICT in support of Defence Business and Operational Outcomes. Work Already Done Some outcomes are already under development across NSoIT and ISS but others have yet to be addressed. Existing Team The NSoIT and IUS team comprise a mix of Military, Civilian and Contractor staff working across all aspects of NSoIT planning, preparation, delivery and in-service management. Current Phase Live Skills & Experience • (1) Deep understanding and recent experience of project-managing large-scale / complex ICT delivery programmes/projects. (30%) • (2) Deep understanding/experience of implementation of Mobility services, applying broad scope of project-management techniques, in-particular, recent/relevant/successful experience of planning and delivering customer dependencies for projects to demanding schedules. (30%) • (3) Significant Experience / knowledge of Procurement within a programme/project context, including supplier management, commercial frameworks, business case development and financial management. (20%) • (4) Recent experience within a complex ICT Service Management Framework of project-managing services to ensure outputs are compliant with relevant policy and legislation. (10%) Nice to Haves Knowledge / experience in the use of Agile Methodology and the Government Digitial Service Design Methodology in a Government context. (10%) Work Location Tasks will be managed out of MoD Corsham and this will require regular attendance at that site but delivery is expected to require regular and frequent attendance across a wide range of MoD and Supplier sites. Security Clearance SC Clearance must be in place prior to the contract starting. Additional T&Cs Working location and hours are to be by agreement with the immediate report and governed by the outcomes required. No. of Suppliers to Evaluate 4 Proposal Criteria Proposed solution and how it meets our needs, including: output descriptions, methods, activities, schedule, required information, dependencies, risks, tools, and impact on delivery of project benefits. Can the authority confirm if there is a current incumbent providing this service? There are some incumbents currently carrying out other elements of Mobility, these contract arrangements are terminating in Dec 17. The requirements within this tender are new so we are seeking to place a new contract. 2. Does the quoted budget cover just the initial 11 months or the initial 11 months plus 11 month extension? The budget just covers the initial 11 month period. 3. Please can you advise if this work package falls within the IR35 rules? This requirement is outside of IR35.
