Professional Services for Strategic Environmental Assessment, Appropriate Assessment and Strategic Flood Risk Appraisal of the Revised Wind Energy Development Guidelines

Tender description

The services comprise: [a) An appropriately scaled Strategic Environmental Assessment of the Guidelines which fully complies with the principles and requirement of the SEA Directive 2001/42/EC, European Communities (Environmental Assessment of Certain Plans and Programmes) Regulations 2004 (S.I. 435 of 2004), as amended and the Planning and Development (Strategic Environmental Assessment) Regulations 2004 (S.I. 436 of 2004), as amended. b) Screening for Appropriate Assessment (AA) of the Guidelines and, where required, additional stages of AA as necessary under the European Communities Habitats Directive 92/43/EEC and Birds Directive 2009/147/EC and the European Communities (Birds and Natural Habitats) Regulations 2011, as amended. c) where necessary a strategic flood risk appraisal and management plan to incorporate (i) preparing a flood risk assessment (ii) undertaking flood mapping (fluvial and tidal) at an appropriate scale to the Guidelines and (iii) preparing a flood risk management plan, if necessary, with reference to the OPW/DoEHLG document “The Planning System and Flood Risk Management – Guidelines for Planning Authorities, 2009”
