Tender description

NELC is seeking a contractor to deliver its crematoria, cemeteries and related services as described in the Invitation to Tender. The aim is to provide a quality assured choice of accessible and affordable bereavement services for the area. To develop services that have the family of the bereaved at its core and provides affordable choices for the community. The scope includes current assets, services and the management of a crematorium in Grimsby and 3 cemeteries in North East Lincolnshire. There is also the potential to develop and grow existing and additional complimentary services. The contractual arrangement will be a concession contract, which will grant a Provider the right to operate the provision of Bereavement Services and collect revenue, in order to repay the financing and investments costs, maintain and operate the provision and make a margin of profit. There is also the potential to develop and grow existing and additional complimentary services. The contractual arrangement will be a concession contract, which will grant a Provider the right to operate the provision of Bereavement Services and collect revenue, in order to repay the financing and investments costs, maintain and operate the provision and make a margin of profit. The concession contract will be for a period of 25 years with an option to extend by further periods up to a maximum of 5 years. This length of the contract is to allow the provider to recoup any investement. The value of concession is based on gross expenditure £1.5M per annum.
