Tender description

All children aged 0-5 and their families in Warwickshire will have access to Public Health Nursing Services that help them achieve positive health and wellbeing outcomes. To protect/promote the health and wellbeing of children as well as their families through the delivery of the Healthy Child Programme (0-5) https://www.gov.uk/government/publications/healthy child programme pregnancy and the first 5 years of life. The service should: - Help parents develop and sustain a strong bond with children; - Encourage care that keeps children healthy and safe; - Protect children from serious disease, through screening and immunisation; - Reduce childhood obesity by promoting healthy eating and physical activity; - Identify health issues early, so support can be provided in a timely manner; - Make sure children are prepared for and supported in all childcare, early years and education settings and especially are supported to be ‘ready to learn at 2 and ready for school by 5’. Warwickshire CC wish to provide via a single provider Conception to 5 public health services that will deliver the outcomes for all children from conception to age 5 and their families in Warwickshire and to, have access to a public health nursing services that help them achieve positive health and wellbeing outcomes. The procurement will follow a competitive dialogue process with the aim of enabling the applicants and Warwickshire CC to combine their knowledge and expertise to develop a solution that can meet the positive outcomes of the children and their families of Warwickshire. We would like to invite interested providers who are shortlisted at business questionnaire stage to participate in our dialogue process. This will give us the opportunity to have a focused discussion about our ambitions for the service and to be able to answer questions about what is currently offered and how this might differ to what can be delivered, taking into account budget reductions. Following the evaluation of the business questionnaire, we will invite shortlisted providers to put forward a proposed high-level summary model of delivery for these services based on a wider set of documentation that will be shared with providers. This documentation will include a high-level service specification, TUPE information, a financial statement and current service activity. Providers will be required to sign and return a confidentiality agreement before the dialogue documentation is released. The County Council has a legal duty to consult with the public on any significant changes to services, therefore, we will use these summary proposals that are submitted to us as the basis on which to consult with Warwickshire residents and key stakeholders. We will not be identifying providers during this consultation period. Feedback from the consultation process will be shared with providers we expect by way of updated documentation and further dialogue is envisaged before the final bids are requested. The evaluation of bids will include reviewing how well providers have incorporated the consultation feedback into the development of final detailed proposals. We reserve the right to have further dialogue with all bidders following the receipt of final bids.
