Summary of the work Provision of Services to New Style of IT(Base) and Integrated User Services Expected Contract Length 12 Months with an Option to extend for a further 12 months Latest start date 10/04/2017 Why the Work is Being Done MOD is currently in the process of transforming it's IT and telephony estates. In order to effectively manage this transformation, project support activities are required. Current tasks will be begin in mid April 17, and will complete within 12 months Problem to Be Solved We require; Governance of Transformation - both NSOIT(B) and IUS Delivery of Cross Functional Change in both Official and Secret Develop revised project financial management approach Development and rollout of Governance for IUS project Risk Management Develop and maintain linkage with Business Change objectives Who Are the Users For the tasks required, the 'users' are the project team and our stakeholders. They need to be assured that the project is being governed and run correctly and that Cross Function capability will be delivered as required. Existing Team Supplier will be working with an exisiting Civil Service team, some of which will be supporting the supplier in their deliverables Current Phase Beta Skills & Experience • Experience of supporting delivery in a large scale IT project (150k+ users) • Experience of working in MOD, with a good understanding of ISS and wider business practices • Experience and knowledge of MOD catalogue and billing • A firm understanding of O365 environment in a large corporate deployment • Good understanding of the MOD estate and the difference between Official and Secret environments • Understanding of MOD finance and accounting approaches • Firm understanding of IT Governance approach within MOD Work Location MOD Corsham, Westwells Road, Wiltshire, SN13 9NR. Some travel will be required within the UK Working Arrangments "Team will be required to work on site full time due to the level of engagement with Corsham based staff. Expectation is 2 members of staff. In the event that a supplier allocates significantly greater resources, this may preclude them from proceeding due to the space and facilities required. It is required that the team put forward remain in place for the duration of the contact, unless notified at the bid stage with named replacements. It is accepted that circumstance can arise during the contract but these must be wholly unpredictable. Security Clearance Due to the nature of the environment we require; SC minimum, with at least 1 full time member holding DV. No. of Suppliers to Evaluate 3 Proposal Criteria • Solution and approach to the task set out above • Suggested plan of action/milestones for delivery • Value added activities which further improve delivery confidence • Team roles and structure • Value for money/maximising investment • Proposals for the management of the cross functional area - key challenges foreseen, suggested approach • Approach to managing other suppliers • Risks identified with approach suggested and the solution to manage those risks • Capacity to be flexible with requirement and ability to quckly draw on/source other skills sets as required Cultural Fit Criteria • Ability to work in a defence IT environment, understanding the challenges and approaches to delivery • Work as a team with civil servants and other suppliers alike • Transparent and collaborative when making decisions • Able to work with senior staff, delivering bad news when required but respecting seniority Payment Approach Fixed price Evaluation Weighting Technical competence 60% Cultural fit 5% Price 35% Questions from Suppliers 1. Is there an incumbent supplier who has recently supported this project? There is currently a supplier that has been carrying out similar outcomes. The contract ends 31.03.17 hence the competition. 2. Is their currently or has their been an incumbent in this role, and will T&S be available for the required UK travel. Answer regarding the incumbent is shown in the previous question.T&S will only be available for long term detached duty, trips locally will not incur expenses. Other detached duty will be discussed on a case by case basis to be agreed upfront. All T&S will be paid in accordance with MoD Civilian Travel Policy. 3. You are asking for a fixed price for 12 months of work - can you provide any more background on the project or the types of products you expect to be developed to enable us to price this?
