The CBTA modifies existing legislation and the grant of concessions is governed by sections 145 to 150 of the Transport Act 2000 (“TA”). The WMCA must issue a pass free of charge to any applicant residing in its area who is disabled. Under section 146 of the TA eligible disabled people are defined by reference to seven categories (“eligibility criteria”). Different arrangements apply for assessing the 7 different categories of eligibility criteria. This requirement relates to applicants applying in the following circumstances: • Category “d” walking disabilities • Category “g” disabilities (medical fitness to drive) Mobility assessments are generally expected to be carried out at the WMCA's offices at 16 Summer Lane, Birmingham.
