Tender description
To establish a multi supplier framework with national coverage offering Energy Assessment Services to meet the requirements of the Energy Performance of Buildings Directive, as well as energy surveying in general, to ensure customers are fully compliant with the legislation. The framework is split into five Lots that reflect the provisions of the Energy Performance of Buildings (Certificates & Inspections) Regulations 2013 including any further applicable amendment and relevant regulations, along with other relevant services. Please note this is a Prior Information Notice and tender documentation is not available yet. Under the Energy Performance of Buildings (England and Wales) Regulations 2012 and the Building Regulations 2013, it is a legal requirement for an Energy Performance Certificate to be provided whenever a building (any building) is constructed, sold or rented. For an EPC, DEC or ACIR to be valid, it must be lodged by an accredited energy assessor on 1 of the 2 Energy Performance of Buildings Registers (EPB Register): — The Domestic Energy Performance Certificate Register for dwellings, — The Non-Domestic Energy Performance Register for non-domestic and public buildings. The EPB Register for England and Wales are operated on DCLG's behalf by Landmark Information Group. As such, the aim of this procurement exercise is to establish a multi-supplier framework. It is anticipated that upto 8 highest scoring suppliers for this Lot will be awarded a place on the framework. Under the Energy Performance of Buildings (England and Wales) Regulations 2012 and the Building Regulations 2013, DECs are required for public buildings over 250m2 that are frequently visited by the public. DECs indicate how efficiently energy is being used in the building, based on the actual amount of metered energy used by the building over a 12 month period. Advisory Report issued with the DEC, stipulates cost effective measures and recommendations that can be taken to improve the energy performance of the building. For a DEC to be valid, it must be lodged by an accredited energy assessor on the Energy Performance of Buildings (EPB) Register: — The Non-Domestic EP Register for non-domestic and public buildings. The EPB Register for England and Wales are operated on DCLG's behalf by Landmark. The aim of this procurement exercise is to establish a multi-supplier framework. It is anticipated that upto 8 highest scoring suppliers for this Lot will be awarded a place on the framework. Many public sector and commercial buildings now have air conditioning (A/C) systems which should be carefully maintained and managed in order to ensure that they do not consume too much energy. The government has introduced regular inspections for A/C systems with an effective rated output of more than 12kW. All existing A/C systems over 12kW should have had their first inspection, and thereafter inspections are to take place at least once every 5 years. The trigger for A/C systems inspections is the size of the system not the type of building and applies to homes, as well as commercial and public buildings. The inspection is done by an accredited energy assessor will include an assessment of efficiency, a review of their sizing and advice on improvements or replacements and alternative solutions. The aim of this procurement exercise is to establish a multi-supplier framework. It is anticipated that upto 8 highest scoring suppliers for this Lot will be awarded a place on the framework. Under the Energy Performance of Buildings (England and Wales) Regulations 2012 and the Building Regulations 2013, it is a legal requirement for an EPC to be provided whenever a building is constructed, sold or rented. For an EPC, DEC or ACIR to be valid, it must be lodged by an accredited energy assessor on 1 of the 2 EPB Registers: —The Domestic EPC Register, —The Non-Domestic Energy Performance Register. The EPB Register for England and Wales are operated on DCLG's behalf by Landmark. Many public sector and commercial buildings now have A/C systems. These systems should be carefully maintained and managed in order to ensure that they do not consume too much energy. This lot caters for other surveys and audits that are not encompassed in Lots 1, 2 or 3, but are relevant to the framework. As such, the aim of this procurement exercise is to establish a multi-supplier framework. All tenderers awarded a position on Lots 1, 2 or 3 and seeking a position on Lot 4 will be offered a position. Under the Energy Performance of Buildings (England and Wales) Regulations 2012 and the Building Regulations 2013, it is a legal requirement for an EPC to be provided whenever a building (any building) is constructed, sold or rented. For an EPC, DEC or ACIR to be valid, it must be lodged by an accredited energy assessor on 1 of the 2 Energy Performance of Buildings Registers (EPB Register): — The Domestic EPC Register, — The Non-Domestic Energy Performance Register. The EPB Register for England and Wales are operated on DCLG's behalf by Landmark. For customers with a large portfolio of buildings that require DECs / EPCs and A/C Inspections, the preference may be to train staff to gain the suitable accreditation to undertake assessment of buildings and produce their own certificates and reports. The aim of this procurement exercise is to establish a multi-supplier framework. It is anticipated that upto 8 highest scoring suppliers for this Lot will be awarded a place on the framework.
