Summary of the work GOV.UK Verify went live in public beta in May 2016; GOV.UK Verify is now tasked with expanding towards Level of Assurance 1; Pending Level of Assurance; Document Checking Service; Local Authority onboarding; European integration (eIDAS) We require a supplier to provide development capability to support the GOV.UK Verify programme Expected Contract Length 6 months Latest start date 01/04/2017 Budget Range The requirement is for a team initially consisting of 6: developer (x1), lead developer (x2), senior developer (x3). Please provide shortlisting evidence based on these roles initially when requested. Why the Work is Being Done GOV.UK Verify is now tasked with expanding towards Level of Assurance 1; Pending Level of Assurance; Document Checking Service; Local Authority onboarding; European integration (eIDAS). Problem to Be Solved We have a large number of projects and require a supplier to provide technical capability to support these projects on a flexible basis as the projects develop. The aim is to drive the adoption of Verify through delivering on the technical projects described and thereby making the platform work better for citizens. This will include the design, installation, testing and maintenance of software systems, working in pair and mop programming Who Are the Users internal programme users (product managers, technical team, user researchers) require development capability to support the delivery of GOV.UK Verfiy programme Early Market Engagement None. Work Already Done GOV.UK Verify went live in May 2016; the above mentioned projects are in various stages of development Existing Team The capability provided by the supplier will sit with within an agile multi-disciplinary team which is run in DevOps style. Current Phase Not applicable Skills & Experience • (DEV, LEAD & SENIOR) Demonstrable experience of taking initiative and own responsibility for ones work • (DEV, LEAD & SENIOR) At least 2 years demonstrable experience of JAVA (or C#) and Ruby • (DEV, LEAD & SENIOR) Demonstrable knowledge of and experience of working with microservice architecture • (DEV, LEAD & SENIOR) Demonstrable experience of Agile working / devops methodology with successful outcomes • (DEV, LEAD & SENIOR) Demonstrable knowledge of and experience of working with AWS (12-factor experience is a bonus) • (DEV, LEAD & SENIOR) Demonstrable experience of working collaboratively with successful outcomes • (LEAD) Demonstrable experience of leading multidisciplinary teams • (LEAD) Demonstrable experience of sharing and passing on knowledge in a structured way to support development of other team members • (SENIOR) Demonstrable experience of acting as the technical expert in a team and explaining technical details to a non-technical audience Nice to Haves • Demonstrable knowledge of and experience of using SAML • Previous experience of working in a development role within the public sector Work Location 125 Kingsway, Aviation House, Holborn, London, WC2B 6NH Working Arrangments Onsite full-time 9-5, 5 days per week. Co-located with other Live Services resources Security Clearance SC Security Clearance is required to operate on this project. Will this contract sit outside of the IR35 Legislation? This tax status is of this requirement is unclear at present until the official HMRC tool is released and each resource deployed is assessed. 2. Your proposal criteria include: •Provide up to 5 work histories only. Your team should include at least two senior developers, two junior developers and one lead developer •Please provide an estimated day rate for a further 1-2 resources in each of the three role types listed Are you looking for this information as part of the initial 100 words Skill and Experience statements or at the next stage? No. If we ask for shortlisting evidence it will only be for information relevant to the initial team structure of 5. If you progess to the evaluation stage we will ask for the estimate for an additional 5 at that point as part of your Written Proposal. 3. Are you only looking to engage an entire team which has previously worked together on previous projects? No, we are looking for individuals with the right skills sets and that can be provided by more than one supplier 4. May you please provide more clarity on what is expected as "shortlisting evidence"? Is this only CVs of the proposed staff, is it a breakdown of the "Essential skills and experience" (in which case how many examples/words per response, etc.). Its not exactly clear what is required for this. Thank you. For Shortlisting provide evidence of how you will deliver the requirements (outcome) as a company on the skills and experience evidence template, include the number of people you propose to deliver the requirements and their levels of skill for various roles.For Assessment stage, provide Work History templates to be completed for each individual to be provided (please state junior/developer, senior developer or lead developer when completing these). We don’t ask for CVs. We may also ask for written Proposal on the 'Proposal template' and a 'presentation'.CLARIFICATION the junior developer referred to is the same as the developer role. 5. Will you be selecting all members of the proposed team from a single supplier, or will you be possibly establishing a team made of hand-selected staff members from various suppliers? Essentially, is this an all-or-nothing bid? "We will consider more than one supplier. The proposal criteria are ambiguous, apologies:CLARIFICATION is that we would require a minimum of 2 people from each supplier and would generally expect an estimated maximum of 6 people in total to deliver the capability we need" 6. The initial role description mentions 6 people, but further down it asks to provide 5 work histories. How many people would you like us to put forward? "CLARIFICATION: The minimum acceptable from each supplier is two developers and we would generally expect an estimated maximum of six developers. Please state which types, junior/developer, senior developer or lead developer.We may award to more than one supplier." 7. It's not really possible to summarise several individual work histories and skillsets within the 100 words allowed for shortlisting evidence. Are you happy for us to respond at a more company-wide level giving evidence that we can supply the types of people and skills you're looking for and giving examples of where we have done this before? We would of course provide CVs for individuals at the proposal stage. We understand that the criteria match closely but would prefer the proposal to be submitted under the published headings. 9. How many suppliers can win this procurement? Only one supplier can win this procurement.Apologies for any confusion in previous answers!
