Tender description

Islington Council invites suitable organisations with a strong track record in providing high quality Patrol Services. The supplier will deliver Council wide patrolling services, across 4 separate but interconnected services. 1. Antisocial Behaviour Patrols (ASB Patrols). A predominantly out of hours Patrol Service which supports the Council's ASB First Response Team. 2. Cemetery Patrols. A day-time Patrol Service covering the Council's 3 cemeteries. 3. Late Night Levy Patrols (LNL Patrols). A Patrol Service which provides policing and medical support between midnight and 6:00. 4. Parks Patrols. A day time and out of hours Patrol Service covering all the parks and open spaces in the borough. These services operate in the entirety of the area within the borough boundary as well as specific sites (cemeteries) outside of the borough boundary. The supplier should be able to provide Patrol Officers 24/7 in order to cover the requirements of the 4 services. The supplier must be approved under the Association of Chief Police Officers Community Safety Accreditation Scheme and accredited by the Metropolitan Police to provide uniformed officers with specific delegated enforcement powers. The service will also be expected to provide support for Metropolitan Police led operations which mean that the successful provider must be legally able to participate in these operations, including those relating to weapon or drug related offences. They will need to have a good appreciation of the issues in Islington and at the cemeteries managed through ICCS. The successful provider will also be required to promote inclusion within the Borough's residents and establish meetings in order to support victims of crime, and tackle Anti-Social Behaviour and gang related activities among young people. The successful provider will be required to gather and report relevant data to the council, creating bespoke analysis and mapping of crime and Anti-Social Behaviour.
