Summary of the work This senior user research lead will both acquire new and gather pre-existing research to establish user needs that will influence organisational transformation and the service offering. This will be both at a conceptual and solutions level. The initial focus will be on understanding need well ahead of solution development. Specialist role User researcher Expected Contract Length 6 months initially with the option to extend for up to 2 years Latest start date 1st November 2016 (subject to clearance) Who Speclialist Work With The specialist will be part of a broad user research community within the Home Office and Government, but a limited number of digital specialists with a specific focus on law enforcement and policing. They will work at the national level influencing the shape of the overall Portfolio as well as with delivery Programmes. They will engage directly with Service Designers and Business Architects, operational police officers and the public in order to create local, regional and national insight in the design of service, process and organisational structure. What Specialists Work On Funding for the digital transformation of law enforcement and policing has created a significant opportunity for service and organisational change over the next 3 years. This role will be part of the leadership of a community gathering, collating and iterating user need and business motivation knowledge; contextualising user research, to create insight in the design of service, process and organisational structure. They will work both with a central team implementing a user led service design approach and alongside various delivery programmes implementing business solutions. Skills & Experience • Strong experience in organizational service design • Ability to think at a highly strategic level • Be an experienced advocate for user needs both within the team, the department at large and a network of local/ regional delivery arms • Be visionary in thinking and able to challenge assumptions and test ideas • Be comfortable working with data, from gathering and analysis through to design and presentation • Be comfortable mentoring and up-skilling junior staff in research techniques • Be comfortable hiring and managing additional user researchers should the portfolio have need in the future • Be comfortable gathering and analyzing broad user need to direct business design and strategic decisions • Be able to form close partnerships with business design and broader strategic teams, working at a programme and portfolio level • Work autonomously • Be a problem solver – able to think laterally and connect the unexpected • Be able to make clear presentations and defend your opinion with confidence • Have a degree in HCI, Usability/ Cognitive Psychology/ Anthropology/ Human Sciences or related field, and/or relevant industry experience • At an underpinning level they must be able to plan, design and conduct in-house user research • At an underpinning level they must be able to gather user insight through early stage concept and prototype testing • At an underpinning level they must be able to ensure research findings are relayed quickly to teams, the department and wider government so that user needs are well understood • At an underpinning level they must be able to design, script and analyse ad-hoc qualitative/quantitative surveys using in-house software licences • At an underpinning level they must be able to apply their knowledge in human factors, ethnography, and the user centred design process in an iterative development environment Nice to Haves • Be comfortable operating at board level with senior stakeholders • Prior experience of organisational and business design Work Location 2 Marsham Street, London, SW1P 4DF. Working Arrangments Working between a Programme Business Design Team and a Portfolio Team supporting wider transformational analysis of law enforcement. T&S will not be payable for travel to sites within the M25.
