Tender description

This is a Prior Information Notice (PIN) only: Publication and call for competition will be conducted once scope of work is fully defined and approved. DFID is considering all routes to market including the use of the GEFA Framework. The Department for International Development is going to procure an evaluator for design and implementation of an independent evaluation of the Subsidised Temporary Employment Programme (STEP) in Lebanon. The main objectives of this evaluation are to: a. Contribute towards the programme's monitoring framework and system and to develop an evaluation framework based on data collected by the service provider and additional data gathering rounds to generate lessons on the programme's efficiency and effectiveness. b. Facilitate a mechanism for lesson learning and adaptation. c. To implement a baseline, 2 follow up evaluations and a final evaluation should the pilot provide sufficient clarity over how to achieve efficient and effective programme delivery. d. Generate lessons on intended and unintended programme impacts at the beneficiary and market level.
