Tender description

Project Background NGN introduced an Alcohol and Drug Misuse Policy and Procedure in 2012 which applies to all 1400 employees, 500 contractors and agencies working on behalf of NGN. The policy provides practical guidance and clarification for managers on how to manage their people in the event of declared or suspected alcohol and/or drug misuse. It also provides reassurances and guidance for employees who declare they have a problem. The procedure features several types of testing which are carried out by our service provider. All employees/contractors and agency employees must adhere to our policy and are subject to testing if deemed appropriate. Project Scope The selected supplier will be required to have a robust testing process, administration and a 24 hour emergency service which must include an out of hours service via an approved independent professional testing company. The supplier will ensure that a standard testing procedure is undertaken including an appropriate chain of custody. This involves an employee signing a disclaimer, notifying the nurse of any medication being taken, testing for illegal drugs with a urine sample and an alcohol breath test (English/Welsh legal limit for driving which is 35ug% per 100 ml of breath). The chain of custody relates to the records kept on the sample through the entire process, to guarantee the integrity and identity of the specimen from collection to test results. The selected supplier will be required to: — Provide a Standard Testing Procedure for pre-employment, random and for cause/post incident. — Provide ability to test for psychoactive substances (former legal highs) — Provide Management Information, such as number of tests per month, type of test, no of passes/fails. — Work within the boundaries of the NGN A&D policy and procedure. Boundaries refers to the different types of test and the NGN limits on Alcohol and Drug set in place. — Work in collaboration with HR in terms of bookings and results. HR being the main point of contact for organising the pre-employment clinics and the one day each month of random testing. To give an idea of volumes of D&A tests, during 2016 NGN carried out 829 tests. These were categorised as below; — 200 — For Cause/Post incident — 140 — Random — 489 — Pre-employment NGN's requirements include: — Provide an occupational health nurse to attend site and carry out a full day of random testing — Provide access to clinics at suitable times and locations for the testing of all pre-employments. — Provide onsite emergency 24 hour testing at any NGN site or other suitable site as directed by NGN — Provide a fast track service — Next day result — Provide ability to test for psychoactive substances (former legal highs) — Alcohol and Drugs Awareness Training — 10 free days per year — Monthly service review meetings — Accurate and timely monthly Management Information — Access to an online progress tracking and results system (ideally with option of online pre-employment test appointment booking facilities) — Accurate, clear and timely invoicing — Adherence to agreed contractual service levels with penalties for failures Project Success Criteria The main factors by which the success of this exercise will be judged are: — Improved service of testing procedure — to include more efficient results turnaround times (2 working days ideally) — Greater efficiencies in 2 hour emergency call out service (post incident/with cause) — Better communication and document control with HR admin (MI, invoicing) — Improved awareness of NGN A&D Policy within business (post training).
