Tender description
Short Breaks are intended to have positive benefits for both children and young people with SEND and their parents and carers. Short Breaks have a dual purpose: a) The main aims of Short Break services are to provide children and young people with SEND the opportunity to: — Enjoy, try new activities and develop friendships; — Access provision/service both independently and with their families; — Develop skills towards independence. b) It also give families an opportunity to: — Have a break from their caring responsibilities; — Rest and relax; — Spend time with other members of their family. Dependent upon the needs of the child or young person, a Short Break provision can range from a few hours a week to an allocated number of overnight breaks per year; these can be delivered in the day, evening, overnight or weekend. Short Breaks provisions are perceived as an essential part of the support provided to families of children and young people with SEND. The Provider must ensure a service is available during the school holidays which are specified below: 1: Winter Holidays; 2: Spring Half-Term; 3: Easter Holidays; 4: Summer Half-Term; 5: Autumn Half-Term Dates; 6: Summer Holidays. — A core of 5 hours per day is expected as a minimum. — Service will operate up to 2-3 days a week as a minimum during the Spring, Summer and Autumn half term holidays. — Service will operate up to 3-4 days a week as a minimum across the 6 weeks summer holiday. — Bank holidays are exempt from this service description. — The Provider must ensure a service is available for a minimum of 1 evening a week during term time. — A core of 3 hours per session is expected as a minimum. — Bank holidays are exempt from this service description. The Provider must ensure a service is available during 38 weekend sessions during the year. Providers may choose to provide this service at the following intervals: — Weekly; — Fortnightly; — Monthly; — A core of 5 hours per day is expected as a minimum. London Borough of Havering requires the provision of Residential Short Breaks service to support children and young people with SEND aged 8-18. The majority of placements will be for children aged 10 and above, in exceptional circumstances, younger children may require residential services. — 0-2 years old- stay and play sessions to support family resilience and to build family support. – Each session must run for a minimum of 2 hours a week. — 3-5 years old — provide a respite opportunity for families. – Each session must run for a minimum of 2 hours a week.
