Sewage, refuse, cleaning and environmental services

Tender description

The Contracting Authority intends to deliver the following outcomes from the contract: — A clean and attractive town for residents and visitors; — Enhanced local participation and pride; — Quality modern and well-managed services; — An economic, efficient and effective Council. It is anticipated that the Contract will cover a wide range of services (‘the Services’). Consideration may be given during the procurement and negotiation process to the omission of some of the Services. — Household Waste Collection Services; — Materials management; — Street Cleansing Services; — Grounds Maintenance Services; — Parks Services; — Allotments Services; — Cemeteries Services; — Trees Inspection and Maintenance Services; — Public Conveniences Services; — Customer Management of Contracted Services; — Communications and Education. The Services may contain some minor elements of works. The Authority wishes to establish a single contract providing a range of services, as described in II 1.4 above. The tender will not be subdivided into Lots, though there will be provision to sub contract or submit a consortium bid. The contract will have an initial contract term of 10 years, commencing on 4.6.2018, with the option to extend for up to a further 10 years. The Authority reserves the right to award on the basis of the initial tenders without negotiation as well as use successive stages of negotiation to reduce the number of tenders. Intended dates / timescales are stated in the SQ Guidance Document and the Authority's needs and requirements will be defined in the DD which will be included with the ISIT. An Initial DD can be obtained with the SQ.
