Why the Work is Being Done The business is negotiating a contract extension with the incumbent supplier. The extension allows the business to assess the market for improved service provisions and modernisation activities. The CMO is outsource of the IT services which formed part of a collaborative procurement. The business is now looking to procure more aligned services to improve flexibility and mobility for the user base, utilising commodity items rather than secure build and procuring public cloud services rather than all private cloud. Problem to Be Solved Review the FMO vision, identify the IT Roadmaps to meet the FMO and assess the market offerings including any Make vs Buy review. The Output will provide data driven support for the strategic procurement decision, identification of savings opportunities, and rationalisation of the supply chain, with a business case, acquisition strategy and specifications to enter into a market engagement In parallel identify the Exit Strategy from the incumbent supplier. Any further details can be obtained from paul.a.bell@llwrsite.com Who Are the Users All users of the LLW Repository require a more flexible approach to working which introduces Office365, Azure hosting and Unified Comms. The Transformation between suppliers will Migrate the existing services that include, but is not limited to, Network Service, Hosting, Telecoms, Internet and Remote Access, and Application Support, Gateway Requirement to the new supplier(s) datacentre by installing encrypted fixed private connectivity and\or to Web Services i.e. Microsoft (Azure) as well as provision links that could be used for other cloud providers through a centralised hub. Early Market Engagement N/A Work Already Done CMO already documented, some road maps produced for the FMO with a pilot set of users working more mobile. Existing Team The existing team are made up of the following roles, however this structure does no cover all the identified work for this requirement. IS&T Manger x1, Programme Manager x1, Project Manager x2, Business Support x2, Cyber Security x2. Current Phase Not applicable Work Location Pelham House, Pelham Drive, Calderbridge, Cumbria, CA20 1DB Working Arrangments The supplier’s team will be required to work onsite at the base location, working a five (5) day week. Security Clearance Disclosure Scotland and suitable for BPSS Baseline clearance. Additional T&Cs Contract to be upon NEC 3 short form, Professional Services terms. Skills & Experience Have experience of working in blended, multi-discipline, multi-vendor team environments focused on meeting user needs using agile methodologies and delivering digital improvement outcomes Have experience of successfully delivering high transaction digital services to organisations working in complex and highly regulated environments. IT Services Market knowledge, i.e. CCS frameworks Have experience of producing green book business cases, commercial acquisition strategies, IT roadmaps and make vs buy assessments. Have experience of producing and supporting exit and transition strategies Be able to hit the ground running and deploy an effective multi-discipline team able to fulfil the required outcomes no later than April 2017 Experience of working with OFFICIAL – SENSITIVE information and methodologies to protect that information Nice to Haves No. of Suppliers to Evaluate 5 Proposal Criteria Demonstrable market knowledge Demonstrate knowledge and understanding of major ICT roll-out and technology transition programmes Proposed team structure (including CVs of key members) - Reference contract/ case studies examples including linked CV’s Proposed approach for working with LLW Repository Ltd, demonstration of transparency and collaboration. Demonstrable evidence of green book business cases with associated acquisition strategy and make vs buy assessments Demonstrable evidence of IT Roadmaps leading to new ways of working and increased flexibility Value for money Working to deadlines- proposed April 2017 Willing to provide indicative price for the project.
