Chichester District Council (CDC) is starting work to review its adopted Local Plan and is seeking a consultant to undertake a Housing and Economic Development Needs Assessment (HEDNA).\n \n In July 2015, the Council adopted the Chichester Local Plan: Key Policies 2014-2029, which sets out an overall development strategy and implementation policies for Chichester District, excluding the area within the South Downs National Park (a map of the Local Plan area is included in this project brief). \n \n The adopted Local Plan makes provision for delivery of around 7,400 homes over the period 2012-2029 (an average delivery rate of 435 homes/year) and 25 hectares of new employment land. However, the housing provision in the adopted Plan falls short of meeting the full objectively assessed housing need (OAN) for the Plan area, which in August 2014 was assessed at 505 homes/ year. To address the shortfall, the Plan included an explicit commitment that the Council will undertake a Local Plan review within five years to aim to ensure that OAN is met. \n \n The proposed Local Plan review will extend the Plan period beyond 2029 and will seek to increase housing provision to meet the National Planning Policy Framework (NPPF) requirements. The HEDNA will provide a key part of the evidence base to support this work. It will also inform housing and economic policies at a local level.
