Tender description
Summary of the work A Business Change Partner is needed to provide a flexible range of primarily Business Change resources in a dial up/dial down type of surge capability in support of a Government Department IT related transition project from April 2017 to IOC in April 2018 and beyond. Expected Contract Length Eighteen months with a three month notice period. Latest start date 03/04/2017 Why the Work is Being Done The Communications Capabilities Development Programme of the OSCT is in the process of beginning the transition of a range of IT related services from their current state to a defined new Target Operating Model with an IOC of April 2018, whilst continuing to deliver current Business As Usual capabilities. In support of this activity the authority has a requirement for a Business Change Partner to provide a flexible range of dial up/down on demand Business Change related services and outcomes in support of the Transition Team that will be responsible for the transition between April 2017 and IOC. Problem to Be Solved The Transition Team needs to be able to call upon a flexible surge capability of changing and potentially unforeseeable size and scope between April 2017 and April 2018 and for an indeterminate period post IOC. This surge capability requirement will be principally, but not wholly, related to Business Change and Behavioural Change during the transition. Who Are the Users The various functions and departments that are being transitioned from their current state to the new Target Operating Model need Business Change transition support during a series of "Sprints" that will move these users in a gradual and incremental manner between April 2017 and IOC in April 2018 whilst maintaining current capabilities and delivery. At the same time the Transition Team will need to flex in size and scope as the transition proceeds. Work Already Done A fully defined and scoped new Target Operating Model has been designed and approved in a series of graduated phases that culminate in a launch date of April 1st for actual transition commencement. As a result this requirement has no design element in its output or scope but rather an ongoing and flexible business change heavy implementation and support requirement. Existing Team The flexible team provided by the Business Change Partner will be working primarily with the existing Transition Team that is a mixed economy team consisting of Home Office Civil Servants, Commercial Suppliers and individual Subject Matter Experts. They will also be working with a range of Stakeholders consisting primarily of multiple Government Department Service Delivery Partners. Current Phase Live Skills & Experience • Project Management to PRINCE2 equivalent • Considerable experience in related transition support • Change management methods, tools, resources for transition support • Transition work package definition and management • Change facilitation • Business Change • Behavoural change • Detailed Transition Planning to individual level • Dependency management across multiple work streams (6-8) • SFIA or equivalent to CIPM-6 • SFIA or equivalent to PRMG-7 • SFIA or equivalent to ORDI-6 • Stakeholder engagement • SFIA or equivalent to PGMG-6 • Risk, Issue and Dependency Management • SFIA or equivalent to PROF-5 • SFIA or equivalent to CIPM-5 • Access to available pool of relevant resources at short notice for varying periods • Ability to respond rapidly to new and emerging/changing requirements • SFIA or equivalent to BURM-5 Nice to Haves • Communications Data Operating Model domain knowledge • Law Enforcement Operating Model domain knowledge Work Location The team will be delivering output and outcomes primarily to a team located at 2 Marsham Street, London, SW1P 4DF. However it is envisaged that an element of this delivery will be carried out from the suppliers premises or by individuals working remotely. Working Arrangments As the very nature of this requirement is to deliver a flexible surge capability that will change in size and scope as the transition proceeds toward IOC, and will be subject to a short notice "dial up/dial down" type call off capability, it is extremely difficult to define any precise working arrangements, indeed such a restriction could in part preclude the required outcome. A variety of working arrangements are envisaged whereby the successful supplier would be responsible for the provision of resources either on site or available remotely in support of defined outcomes over varying periods and in varying styles. Security Clearance SC Clearance is a minimum for any work that is carried out on site, and for access to certain documents and work flows that are provided to those working remotely. In certain areas DV would be highly desirable but not for the entire team. Will this fall inside or outside of IR35? The authority is looking to engage with a supplier who will provide a flexible team to deliver the required outcome of a successfull transition, therefore this is a sevice and not employee substitution. 2. Could you please provide more guidance on what you are looking for in the 100 word answers to the essential criteria for specific SFIA level skills? As this is a requirement for a supplier to provide a flexible team; flexible in terms of composition and size, over the anticipated life of the transition project, all references to SFIA and related or equivalent skill levels should be taken as an indication of the complexity and scope of the work that is envisaged will be needed to be undertaken, and not as specific actual hard pass or fail requirements. Evaluation will be undertaken on the overall suitability of the offer in terms of meeting the flexing and changing requirement of the transition. 3. Could you please provide more detail for your requirement "Detailed Transition Planning to individual level". This is an indication that the Business Change Partner supplier will be expected to oversee and project manage detailed transition that will include such detail as where individuals who are subject to the transition will be located, who their reporting points will be and if there will be any change in line management, and if so exactly what. 4. Thank you for your response re the SFIA levels. We understand that the procurement decision will be made based on overall offer, but the procurement portal is asking us to provide 100 word statements against each of the essential criteria listed which will you will then evaluate to produce your shortlist. Would a good answer for the SFIA level essential criteria be a single project example where we have provided someone with these skills or are you looking for something else? Yes, that would indeed be helpful, but please be mindful of the fact that we are looking to acquire the services of a team of appropriately qualified and experienced experts that can be dialled up and dialled down as requirements flex, emerge and change, so a focus on one individual would not be helpful, but would assist in evaluating the strength and flexibility of the offer as a whole. 5. What are the overall timelines for this procurement please? Phase one, the design and scoping phase, completes at the end of March 2017 and phase two, the transition and implementation, commences on April 1st and runs in a series of "sprints" through to Initial Operating Capability (IOC) which is scheduled for 1st April 2018. The Business Change Partner will operate up until the declaration of IOC and, in a diminisging capacity, for some inetermined time afterwards as business and operating assurance is established. So, in summary; from 1st April 2017 to at least 1st April 2018 and for a short period of months afterwards. 6. Could you please provide further information regarding what may constitute ‘short notice’ to dial up/dial down resources? This will very much depend upon the skill set and experience required, and the nature of the requirement when it emerges and the urgency behind the need. We would certainly be looking for a response time of weeks rather than months, and days if possible. It may be that the requirement would not require a presence on site and could be met from the suppliers existing resources in place. 7. Could you please give an indication of the number of resources (minimum team size) you might expect for the start date? It is envisaged that we would have in place initially one FTE who would be responsible with the existing in place Transition and Sustainment leadership for scoping immediate and future need throughout the life of the transition programme. 8. Could you please give an indication of how much (if at all) the team will need to support and/or supplement the internal business change required by the Government Department Service Delivery Partner stakeholders? Each SDP will have an appointed transition lead who will work extremely closely with the selected BCP to achieve a sucessfull transition to the new Target Operating Model by the IOC of 1st April 2018. Behavoural change is an important element of this change and the selected BCP will be expected to work closely with all members of the team to ensure that we achieve full, effective change to the new model. 9. Will this encompass Service Architecture work alongside the transition project management? Whilst the vast majority of the design work to achieve the Target Operating Model has been completed, it is not impossible to rule out the further need for additional Service Architecture work becoming a need or for additional resource, although at this stage this is considered to be unlikely. 10. Are you able to share any high level aspects of the new Target Operating Model design, processes or artefacts at this stage for a clear understanding of the requirement and the environment? Other than it is a federated operating model of Government bodies and Service Partnership Organisations that has been agreed and will be implemented from April 2017, it is difficult at this stage and in this format to elaborate further. The intention is that the requirement published will facilitate the transition through the provision of delivery management and resource as required to support and facilitate implementation. The primary focus of the latter will be on the Home Office elements of the model”
