Tender description

The service will deliver an integrated needs-led, holistic approach to support people in emergency accommodation, including Temporary Furnished Flats (TFFs), Bed and Breakfast and other homelessness services as appropriate. These services will be targeted at those who would benefit from housing support and outreach models of intervention and / or those with additional support needs including Mental Health, Learning Disability, Physical Disability and/or Addiction issues. A key aim of these services, which will operate in each of the City's 3 Health and Social Care Partnership (HSCP) localities, will be to support individuals and families to develop resilience, confidence, the skills required to maintain and sustain their own tenancies and improved well-being in a community setting and facilitate effective move-on to permanent accommodation. Provision of Flexible Homelessness Outreach Support Services. Services will be required to meet the needs of our culturally diverse City and actively promote the service whilst also overcoming any barriers to engagement experienced by service users. The Council intends to award 3 service delivery lots to 1 or more providers. The service delivery lots for this tender are as follows: Lot 1 — North East Glasgow, Flexible Homelessness Outreach Support Service. Lot 2 — North West Glasgow, Flexible Homelessness Outreach Support Service. Lot 3 — South Glasgow, Flexible Homelessness Outreach Support Service. This tender seeks to deliver a consistent approach to providing homelessness outreach support services across the City, whilst being sufficiently flexible to be responsive to locally defined priorities. The maximum available budget for this tender is 5 000 000 GBP per annum split across the 3 lots as follows: Lot 1 — 1 538 300 GBP per annum. Lot 2 — 1 711 300 GBP per annum. Lot 3 — 1 750 400 GBP per annum. Any bid in excess of these amounts shall be treated as non-compliant.
