Summary of the work The Head of Delivery Management will be accountable for ensuring all people performing the role of delivery manager across the Defra group have the appropriate skills, as well as access to the right support, learning and development to capably lead agile teams to deliver customer focused services. Specialist role Delivery manager Expected Contract Length 1 year Latest start date 20/03/2017 Who Speclialist Work With The Head of Delivery Management will work with all Delivery Managers in the Defra group in addition to the existing Enabling Digital Transformation team, who currently support delivery teams across the Defra group in their use of agile techniques, moving away from legacy delivery models. What Specialists Work On The Head of Delivery management will: - build the capability and excellence of delivery managers across the Defra IT community (in a digital, agile environment) - lead the delivery manager profession and exemplify what good looks like, ensuring they adopt the common approaches and ways of working - represent and champion the delivery manager role across the Defra group, across government and in the wider industry - share knowledge gained through experience of having been a high performing practitioner in a delivery manager role - lead the delivery manager community of practice, including leading on recruitment and providing training Skills & Experience • a recognised expert in the field of agile delivery management and have experience of a wide range of agile and lean tools and techniques (15%) • have experience of leading and growing delivery management in an agile environment (10%) • be a skilled team leader (10%) • be confidently able to communicate the value of the role to digital and nondigital stakeholders (10%) • be able to build credibility and influence across a range of stakeholders or a range of seniority (10%) • have demonstrable experience of performance and people management (5%) Work Location Flexible ideally based in London, South West, North West with around 45% travel to other offices. Teams will be required to work across Defra's offices/ program areas, including Defra's arms-length bodies. Offices are geographically spread but work will be focused on support to London, Warrington, Bristol, Reading, Weybridge, Worcester and York. Post 6 April 2017 there is the requirement for all public sector bodies to provide information to agencies and workers about whether engagements are within the off-payroll rules. The contractor will need to provide an IR35 compliance review at their own cost upon appointment. 2. I have an interested candidate but he is only looking for fixed term contracts on a PAYE basis...may I ask if this is something that would be considered? A fixed term contract may be considered but this is not the preferred route to market. 3. Can you say roughly how big the delivery manager community is and give the rough breakdown for each of the sites? The delivery manager community is currently approximately 15 strong, spread relatively evenly across Bristol, Warrington and Reading, with a small number located in both Weybridge and Worcester. 4. Are member of the delivery management community primarily contractors or civil servants? What plans do you have for increasing the number of civil servants in the delivery manager community? There is a mix of both contract and permanent staff, there will likely be need to grow the community although numbers are not currently defined. There will likely be a need to bring in existing permanent staff into the role. 5. Is there a maximum day rate for this role? The maximum day rate is published on the role. 6. Is the role one based on the agile development side of things or is it more heavily weighted on the service delivery side? The role is focussed on the delivery and provision of digital services following agile approaches. 7. Are you to advise what the expense policy is for travel? T&S incurred due to travel outside of the contractors normal place of work (location will be agreed on appointment) will be paid in accordance with the current Defra policy of expenses. 8. The role specifies 5 days a week. Would compressed hours be possible e.g. performing the work in 4 days per week at longer hours per day? There is not an option for compressed hours. 9. Is there any budget associated with the role e.g. to bring delivery managers from different sites together for a whole team event. This will be considered on a needs basis and must show appropriate value for money. 10. Is there a T&S policy for this engagement, given the amount of travel involved? T&S incurred due to travel outside of the contractors normal place of work (location will be agreed on appointment) will be paid in accordance with the current Defra policy of expenses. 11. UPDATED: Is there a maximum day rate for this role? UPDATED: £800 per day 12. Could you please give an indication of the expected fee rate or range that you have budgeted for this role; and whether expenses should be included in any rate. The role is budgeted £600 to £800. A start location will be agreed on appointment. Any business travel needed (i.e. visiting other locations) will be a claimable expense in accordance with the current Defra T&S policy. 13. How firm is your latest start date? Would a candidate working on another government programme be ruled out because he/she could not commence full-time until mid-April? We may consider a later start date for a candidate that is deemed suitable for the role.
