Tender description

On behalf of the newly formed ‘Commissioning Greater Manchester’ partnership, the GMPCC seeks to appoint an Independent Provider (IP) to help deliver family support within 3 prison establishments in Greater Manchester and to provide a through-the-gate service that supports successful resettlement. The ‘Commissioning Greater Manchester’ partnership is looking for a creative, outcome-focussed and flexible provider who is willing to work in consultation and partnership with the 3 prison establishments and local partners to develop better local understanding and responses to the issues facing prisoners and their families. The initial term is yet to be agreed but it is expected that the maximum contract term will be 4 years. The chosen Independent Provider (IP) will help deliver family support for all offenders and their families within 3 prison establishments (HMP Styal, HMP Risley and HMP Wymott) and will provide a through-the-gate service that supports successful resettlement. In addition to this, the IP will provide an enhanced service for Greater Manchester offenders and their families, which builds and maintains strong and effective links with community based provision provided by Local Authorities and other partners. The IP will be expected to deliver services for all offenders and their families in each of the 3 prisons regardless of where they come from or are resettling to. Provision of a Mother and Baby Unit Service at HMP Styal, for Mothers with their babies in custody including supporting through the gate plans for them into the community. This service will include OFSTED accredited child care. Provision of a support service for all pregnant women in custody including supporting through the gate plans into the community.
