Summary of the work The Planning Inspectorate is embarking on a programme of Transformation including the replacement of a core operational system to deliver the efficient workforce planning and scheduling solution in a complex environment. The role will be responsible for managing all aspects of the project delivery. Specialist role Delivery manager Expected Contract Length 12 months + optional extension of upto 12 months Latest start date 1 March 2017 Who Speclialist Work With The role will work with internal teams, third party suppliers and external suppliers to deliver the replacement service within the project constraints. What Specialists Work On The role will be responsible for managing all aspects of the project delivery of a replacement scheduling system from refining the requirements through to the delivery of the replacement system. The individual sought must be strong and resilient deliverer with skills in collaborating effectively and achieving tangible outcomes in the face of significant challenges. Skills & Experience • • Demonstrable experience of managing large, complex digital; operational and / or service management projects with a solid track record of leading complex deliveries. • • Ability to manage and work with third party providers, external suppliers and internal teams to ensure timely provisioning and implementation of technical solutions. • • Experience of working with suppliers to contribute to and assure detailed technical design and commercial offerings. • • Ability to cope in a technically complex and transformational environment, and to respond calmly and rationally to changing aspirations within constraints. • • Adhere to agreed project delivery standards ensuring output/delivery is fit for purpose. • • Strong planning and organising skills including the ability to manage several work streams simultaneously. • • An understanding of commercial approaches/considerations within the Public Sector environment. • • Proven ability to communicate with key stakeholders at varying levels in both written and verbal communication, including the translation of technical communication to something understandable for a wider audience. • • Demonstrable experience of successfully delivering projects within an AGILE / Prince 2 environment. All expenses should be included within the rates proposed. What is the daily rate for this role? Suppliers are requested to submit a rate for this post. Price will form 20% of the evaluation score. 2. Would it be possible to set up a telephone call with the Programme Manager to qualify this role in greater detail? In order to conform with the open and fairness of the competition set on the digital market place I would be grateful if you could submit any specific questions regarding the role so that all responses can be published. 3. Can you advise if the rate to be quoted should include VAT and expenses? Rates should include expenses, but may exclude VAT. Please detail the various expenses that have been included for transparency. 4. Can you please indicate who are the current key suppliers engaged with this project and if they are able to bid for this role? This requirement is open to all suppliers on this framework who are able to meet the requirement. No specific providers have been targeted. 5. Can you please describe what level of security is required for this role? Disclosure Scotland is the minimum requirement. 6. Under HMRC's recent guidance to government departments, will this role be assessed as subject to off-payroll working? Yes. Upon placement of any call-off contract as a result of this requirement an assessment will be made and assurance requested if necessary. 7. I see someone has already asked about a rate for this and your response, but some indication from yourselves would be useful as similar requests for projects managers ranging from £450 - £1200 have been posted on DOS, and clearly the requirements are different. A suggested range is £500 - £800 however suppliers should not be constrained by this range. 8. Will we be able to provide a specialist's CV or will you be requesting the templated Work History ? There is no template for CV's to be submitted. It is the responsibility of the supplier to ensure the qualifications, skills and expertise of the individuals are clearly demonstrated on the CV provided.
