Tender description
This is to obtain market feedback in relation to the procurement of Secure English Language Testing. Its primary focus is to better understand market/supplier appetite, capacity and capability, as well as perceived risks and opportunities. If you would be interested in providing such services, please email ThierryTek@tfl.gov.uk as per Section I of this notice to receive an Early Market Engagement questionnaire. Questionnaire responses must be received by 22.2.2017. The Contracting Authority wishes to award concession agreements to an envisaged maximum of three (3) Concessionaires to provide TfL Secure English Language Testing for private hire driver applicants in a secure environment. It is envisaged that the process will be carried out under the Concession Contracts Regulations 2016. All Private Hire Vehicle driver applicants are required to demonstrate that they have English Language proficiency to the required standard as set out in The Private Hire Vehicles (London PHV Driver's Licences) (Amendment) Regulations 2016. http://content.tfl.gov.uk/english-language-amendment.pdf This concession will enable applicants to be formally assessed by an approved TfL secure English language test provider under secure test environment conditions. The results of the TfL secure English language test will be made available to the Contracting Authority as part of the application process via a verification system managed by the Concessionaire. The scope of this contract includes the provision of: — An internet based test booking service for applicants; — A telephone based enquiry service for applicants; — A secure method for taking applicant payments; — A test centre or facility that can host tests under secure conditions — Ofqual recognised English Language Tests that can demonstrate a candidate's ability to read, write, speak, and listen in English to the Common European Framework of Reference (CEFR) Level B1 standard; — A secure test result verification system that test applicants and the Contracting Authority can access.
