Summary of the work The MOD requires a Linux and Oracle Technical Solutions Architect to design, develop and maintain secure Linux and Oracle based platforms, applications and services within the Army's hosting environments. Specialist role Technical Architect Expected Contract Length 220 days + option to extend 220 days Latest start date 20 March 2017 Maximum Day Rate There is no minimum or maximum date rate. The level of Specialist(s) supplied by Specialist Company should meet the requirement set out in the advert. Early Market Engagement N/A Who Speclialist Work With The Specialist Company will be required to work with the Authority and other Suppliers to ensure coherent delivery of the services. The Specialist Company must have the necessary office facilities to support their own off-site working. It is anticipated that the Specialist Company will agree with the Authority to spend varying degrees of time located at the Authority’s site for face-to-face meetings and to carry out work of a security sensitive nature. What Specialists Work On 1. Architect designs solutions, formulates estimates and provides technical expertise for new, and enhancements to existing, platforms and services deployed on Linux and/or Oracle system software, based on the prioritised business requirements. 2. Produce and review relevant security and technical design documentation to support these platforms and services. 3. Provide ad hoc support to troubleshoot problems within the live environment. 4. Write and develop policies and standards, and technically assure that these Platforms and services are aligned to the aforementioned policies and standards. 5. Provide technical oversight for all Linux and Oracle hosted applications and services. Skills & Experience • 1. Exceptional proven recent experience in the provision of enterprise secure Linux/Oracle technical solutions within large a disparate organisation. • 2. Minimum of 3 + Years recent experience leading a team of technical specialists providing Oracle and Linux system software design, installation and administration of application hosting platforms. • 3. At least 10 years experience of technical involvement in Oracle platform design and development of which 5 must be in a lead role (being the final technical authority). • 4. At least 5 years experience of technical involvement in Oracle application design and development of which 2 must be in a lead role (e.g. development team leader). • 5. Overall experience of a minimum of 5 different business areas using Oracle based infrastructures in preferably both MOD and commercial environments (role requires broad knowledge of IT best practice). • 6. Experience of planning and managing complex platform creation (design, build, test, install, migrated from old and live support). • 7. Awareness of industry trends and emerging technologies. • 8. Minimum 10+ years design and implementation experience of Oracle technologies. Specifically Oracle 11g Database (RAC and DataGuard), development technologies (APEX and OWB), business intelligence and Oracle Web Logic. • 9. Proven experience in delivering secure platforms with demonstrable working knowledge of MOD JSP 440 and relevant CESG Good Practice Guides. • 10. Proven experience delivering solutions that utilize enterprise single sign on (e.g. Kerberos and SAML2). • 11. Extensive recent demonstrable experience of designing, reviewing and delivering secure multi-tier hosting platforms based on Linux operating systems into secure Software Defined Data Center based environments. • 12. Recent demonstrable experience of delivering solutions that include the VMware vCloud suite. • 13. Recent experience in the design, setup and administration of VMware vRealiseAutomation (vCAC). • 14. Demonstrated experience of working with technology vendors to commission COTs applications into a high security environment. • 15. Recent experience of reviewing High Level and Low Level Design documents based on Oracle, Microsoft, VMware and Redhat technologies. • 16. Recent experience undertaking formal Technology Selection and Proof of Concept exercises. • 17. Recent experience liaising, briefing and producing documentation for external security accreditation bodies to assure the status of platforms delivered Nice to Haves • 1. Previous knowledge and understanding of working within a DevOps/Agile environment. • 2. Working knowledge of ITIL v3. • 3. Working Knowledge of Project Management (preferably Prince). • 4. Formal Systems Analysis experience. • 5. Recently experience of using Enterprise Architecture tooling e.g. Software AG ARIS. • 6. Oracle technical design experience within a Data Warehousing project. • 7. Enterprise data modelling experience. • 8. Experience as an Oracle Database Administrator. • 9. Experience as a developer using Oracle development tools. • 10. Any industry recognised security qualifications relevant to designing secure systems architectures. Work Location The place of delivery of the contract shall be at such location as agreed between the Specialist Company and the Authority. Working Arrangments The Specialist company shall use its own initiative as to the manner in which services are to be delivered; for the avoidance of doubt, the Specialist Company shall not be supervised, directed or controlled regarding how the services are delivered. The Specialist Company shall use its own equipment where security requirements permit. The Specialist Company is expected to provide the services on such hours/days as required to meet any deadlines, as agreed between the Specialist Company and the Authority. The Specialist Company shall provide the necessary resources to support the Services which shall include one or more specialists. Security Clearance Security Check (SC) Security Clearance will be required for the duration of the role. Incumbents are to follow both the letter and spirit of Army Headquarters security regulations. Can BPSS clearance be accepted for this requirement from day one with a view to applying for SC Clearance? IAS would prefer to have someone who is already SC. If the right candidate is not available with SC; then IAS would consider sponsoring the chosen individual with BPSS. It would remain the intermediaries responsibility to put the candidate through the vetting process, hold the security details and provide SC details to IAS.
