Tender description
Following the publication of the Independent Jersey Care Inquiry (IJCI) in July 2017, the Council of Ministers proposed that a Citizens’ Panel be convened to consider how best to proceed with the IJCI Panel’s recommendation that a public memorial should be created. The nature of such a memorial was not specified by the Inquiry Panel, as they considered this to be a matter for Islanders to decide. In order to reach that decision the States of Jersey is seeking a supplier to design and deliver to a Citizens’ Panel to participate in a deliberative process in order to arrive at a consensus recommendation for an appropriate memorial to all those who were failed by Jersey’s historic care system. Expert, independent and impartial facilitation of the Citizens’ Panel will ensure that the group are equipped to carefully weigh the full spectrum of possible options for a memorial. The Citizens’ Panel will also need to receive reports from a range of expert witnesses as they develop their thinking and lines of inquiry. Keywords: Panel, Memorial
