Tender description
The Marine Management Organisation (MMO) is seeking to procure a contractor to review marine plan monitoring indicators and their associated logic chains. A logic chain describes the connecting pathways that support the rationale for a policy. They consider the outputs, outcomes and impact of a marine plan policy and how to measure these using qualitative and quantitative data. An indicator is what we will use to measure the impact of a policy i.e. using a survey to gain qualitative data on how people are using a specific policy. This work will focus on monitoring indicators that are based on data analysis. The data is very varied but for an example, it could include: Office for National Statistics data detailing numbers and types of businesses; Natural England data indicating the change in the spatial extent of habitats; MMO social media activity data and web analytics; and data from the MMO Licensing team on the number and location of marine licences issued. As part of this work, datasets will be sourced, analysed and a methodology with outcomes documented. The methodologies will then be applied by the MMO marine planning team to monitor the South and East marine plans over the coming years, and developing monitoring and evaluation for other English marine plan areas (South West, North West, North East, and South East). The review will also take account of the Sustainability Appraisal review of monitoring and build on its recommendations to support this work. There should be consideration on how indicators and objectives are achieving the High Level Marine Objectives and how potential benefits might better describe the contribution to delivery of government policy initiatives.
