Tender description

The Authority has a requirement for the provision of comprehensive peripheral neuropathy assessment by a neurologist for Service Personnel who have sustained Non-freezing Cold Injury (NFCI), to take place in the context of a Peripheral Neuropathy Clinics (PNC). The proposed Contract shall be for a period of 2 years with a proposed start date on 1 April 2018 and ending on 31 March 2020, with an option to extend for a further 2 years as required until 31 March 2022. The requirement is for up to 160 individual assessments per annum at a contractor PNC and patients are to be assessed and tested within 6 weeks of referral. The PNC to be used must be located in the UK and within 4.5 hours travel (road or rail) of both Catterick Garrison and Aldershot. The contracted measurements for peripheral neuropathy are to include the following: a. Annotation of relevant Medical history; b. Standard neurological examination; c. Quantitative Sensory Testing (QST); d. Sympathetic skin responses; e. Sweat rate; f. Nerve conduction studies; g. Skin biopsy for intra-epithelial nerve fibre density count. The PNC to be used must be located in the UK and within 4.5 hours travel (road or rail) of both Catterick Garrison and Aldershot. Cyber Security: The MOD has a duty to protect itself from Cyber threats and now we extend this to Suppliers we engage with. As an extension of the Government’s Cyber Essentials Scheme the MOD, working together with Industry and other Government Departments, have developed a more robust Cyber Security Model, under the umbrella of the Defence Cyber Protection Partnership (DCPP). All prime contractors must have the cyber security controls specified in DEF Stan 05-138 (Cyber Security for Defence Suppliers), as appropriate to the cyber risk level specified in the contract. The Authority has determined the level of risk at Very Low (Reference: RAR-AC496EBA) as defined in DEF Stan 05-138. In order to do business with the MOD you must have the cyber security controls required as shown above. The evaluation criterion for this requirement is Most Economically Advantageous to Tender (MEAT) with an agreed scoring weighting of 60 technical and 40 price.
