Tender description

Hampshire County Council (HCC) wishes to contract with a business partner and/or registered housing provider to part fund, design, build and operate extra-care housing on the above 3 sites which are owned by the Council. The Council is currently concluding the principles of design with the local planning authority for each of the 3 sites. From these, we are anticipating that detailed planning permission could be obtained for c50 to 55 apartments per scheme with a bedroom mix of 66 % 1 bed and 34 % 2 bed. We are looking to encourage bids for a mixture of tenures including full market sale but with the majority (c70 %) to be affordable rent or shared ownership. Bids are to be invited for the above requirements as set out in the associated principles of design documents; based on a balance sheet of scheme costs and income that identifies the bidders' own financial contribution (secured against rents, sales and other funds), plus any other public sector capital ‘gap funding’.
