Tender description
Summary of the work Highways England are looking for a digital team to increase the functionality of their online image, inventory and LiDAR viewing software AVIS. Expected Contract Length 3 months Latest start date Monday 8 January 2018 Budget Range £450,000 - 500,000 Why the Work is Being Done Mainly, Avis Plug in development is to give user increased functionality and continued ability to visualise the Highways England Strategic Road Network (SRN) from safety of the office. Users currently access high definition imagery data captured from vehicle surveys, providing camera views along the SRN. Inventory is stored in system and displayed on map interface alongside Ordnance Survey data and can be queried using data tools. LiDAR captured is also loaded into AVIS, visualisation presented through 3D viewer, where a user can load a 3D model at any location. AVIS -3rd year of use with over 600 registered/fully trained users. Problem to Be Solved • Interfacing to the incident management system enabling images to be displayed based on a location. • Interfacing to other asset inventory systems, enabling information to be updated within AVIS, and saved back to the inventory systems • Increase functionality of the Imaging interface to include image adjustment controls, annotation and enable the export of images as video • Increase functionality of the map viewer to include measurements, allowing a selection of imagery and assets on a large scale to be taken • Allow additional mapping layers, e.g. ordnance survey, standard gazetteers, etc • Ensuring compatibility with Users Operating Environment. Who Are the Users As an Engineer, Inspector, Incident Response or Call Centre Staff member, I need easy access to the Asset Visualisation and Information System so that I can respond efficiently to Incidents. Early Market Engagement No previous market engagement has been carried out for this new requirement. A copy of the current AVIS user guide will be made available after down selection. Work Already Done A Discovery Phase has been completed to determine the requirements of key stakeholder groups and to develop the business case. User Epics and Stories will be available after shortlisting. Existing Team You will be working with the core Highways England AVIS team and the AVIS hosting company Current Phase Live Skills & Experience • Experience designing and developing online mapping based systems • Experience in designing and developing online Content Management solutions • Experience in designing and developing online dashboard interfaces • Experience in interfacing with 3rd party systems • Experience in developing online imaging systems • Experience in delivering and interfacing to large scale data management systems • Experience in developing OAuth interfaces • Experience in storing, developing and delivering spatial data via SQL server • Experience in interfacing with online 3rd party API’s • Experience in using ESRI Shapefiles • Experience in developing, delivering and managing online training materials Nice to Haves • Experience in Mapinfo GIS systems • Experience in Asset inventory systems Work Location Client meetings will be held in Birmingham, however remote working is acceptable for the course of the project Working Arrangments You will be expected to work on site with the client team as necessary and remotely during the course of the project. Security Clearance BPSS or Disclosure Scotland will be expected for all team members. Please could you clarify planned timescales? Application closing date in this phase is 3rd January, with a latest start date of 8th January. What are the plans for any further assessment after initial responses? This project must be completed before end of March 2018.A dedicated team of experts are available immediately to process the applications after initial responses and notify the shortlisted suppliers. 2. 1: How many set of plugins will be required to be developed?2: Since the Discovery exercise is complete, are the plugins open source or custom?3: How many persons do you expect to fulfil this role? 4: Is the budget extensible?5: Is there an incumbent supplier in place? 1. It is up to the supplier development team. Some plugins can be added to and some will need to be replaced completely.2.Only the current API documentation will be made available so the supplier can re-use the aspects of the dashboard, none of the source code is available for inspection or re-use.3. A manageable team of experts, who are available to advise and answer any query during the project.4.The budget is fixed and not extensible.5.Yes, AVIS is currently being hosted annually, which will not change. However development has not taken place since purchasing APIs in 2016.
