Tender description
Hertfordshire County Council (the Council) is currently out to procurement for the provision of a Residential Home for Children and Young People Ages 11-18 with Autism, and/or Learning Disabilities with Challenging Behavior. Further information in regards to this opportunity can be found in II.2.4) Full details are contained within the tender documentation. The procurement will follow Light Touch regime principles in accordance with Public Contracts Regulations 2015. Organisations wishing to take part in this project are invited to “express interest” which will give access to the full procurement documents in the eTendering system. Please see VI.3) additional information for further information. Any questions relating to this procurement must be made via the correspondence area in the eTendering system, in accordance with the procurement documents and can be addressed to the main contact as shown in the details above. Wynchlands Crescent is an existing Hertfordshire County Council property that was developed as a specialist resource for children with complex needs and offers spacious, modern and highly specialist accommodation. The residential property has full on-suite accommodation for all Children and Young People as well as additional kitchens, communal spaces, offices and staff facilities. In addition the property has been refurbished and upgraded to provide the service. The property has previously been registered and inspected as a children’s home by Ofsted and therefore Ofsted compliant. Full details are contained within the Specification, Schedule 1 of the conditions of contract. Please note that the contract requirements will be subject to available financial resources, supplier performance and flexibility to meet changing demands. The core contract period will be for a period of 5 years, with the option to extend for a further period of up to 2 years at 12 month intervals. The estimated total value of the contract is stated in II.1.5) of this notice and is for the initial term inclusive of the approximate value for extensions. For the avoidance of doubt, the estimated annual value of the Contract will be approximately GBP 706 000. The procurement will follow light touch regime principles in accordance with Public Contracts Regulations 2015. Tenderers should be aware that due to the nature of the services provided, any contract formed as a result of this procurement process shall be executed as a deed. Tenderers should seek independent legal advice on the implications of this prior to submitting their tender, where appropriate. Please note that the contract requirements will be subject to available financial resources, supplier performance and flexibility to meet changing demands. TUPE will apply at the end of the contract.
