Why the Work is Being Done Resolving trade disputes is one of the core activities of the World Trade Organisation (WTO). DIT will need to have in place the means to conduct trade disputes on behalf of the UK Government in an future trade disputes, either to: 1. raise an offensive dispute at the WTO or under a Free Trade Agreement (FTA); or 2. defend a dispute that has been raised against the UK. This discovery aims to establish what the needs are for DIT to manage trade disputes effectively and securely. It should also consider how to ensure DIT receives early notification of potential disputes. Problem to Be Solved The discovery needs to understand at each of the WTO process stages: 1. Who are the internal government personas and what is their role in the internal processes of a dispute; 2. What does the internal user journey look like for government to participate at each stage successfully; and 3. What are the additional security requirements (above and beyond government practices) throughout the dispute process, including in relation to communications with stakeholders within and outside government. The supplier will undertake an initial options appraisal for what the best solution would be, considering both digital and non-digital approaches. Who Are the Users This Discovery should help to define users and their needs, therefore the Supplier will: 1. Produce a Discovery report identifying user needs and an overview of user journeys; 2. Design prototypes representing options to explore in an Alpha Phase; 3. Produce a plan for an Alpha Phase (including story-level backlog, acceptance criteria, issues, resources); 4. Produce a presentation for stakeholders including a summary of the discovery process and the research findings; and 5. Work collaboratively with DIT Trade Disputes team to identify relevant participants to provide input into the Discovery process Early Market Engagement None Work Already Done None Existing Team The supplier will be working with the existing DIT Trade Disputes Team Current Phase Discovery Work Location DIT, 3 Whitehall Place, London, SW1A 2AW, and other locations as and when required by DIT Working Arrangments The team provided by the Supplier will follow agile methodology. The team will be expected to be co-located with the DIT Trade Disputes and Digital Team for the majority of the contract. Days onsite to be agreed at contract inception, although it is expected most if not all days will be onsite at DIT. Security Clearance BPSS Clearance is needed for DIT. If the resources provided as part of the service provision do not hold this clearance, DIT will sponsor the process. Additional T&Cs Travel and subsistence and other expenses to and from DIT Offices and other locations that are required by DIT will not be paid. Rates submitted should therefore be inclusive of all expected expenses. The successful supplier will be required to adhere to Data Security Policies (provided upon request). DIT reserve the right to seek clarification on proposals prior to the appointment. DIT expect the successful supplier to be in a position to sign the service agreement as soon as possible, but no later than ten (10) working days from notification of award. Skills & Experience Have experience in delivering evidence-based research to inform a user-centred design, focused on user needs, end-to-end user journeys, motivations and goals Have experience of designing and developing services that meet identified user needs and business objectives Have experience of prototyping, testing and iterating with users Be able to demonstrate experience of working in public sector teams, particularly those with no/limited experience of Agile, in Discovery and iterative development Have experience of user research with small, medium, large companies and complex organisations, in the UK and overseas Have proven experience in using robust metrics, analytics, search data and user feedback to audit and define key content and services Have experience or understanding of working to Government Digital Standards (GDS), including GDS Service Design Manual; the Digital Service Standard Assessment; Technology Code of Practice; and wider industry standards Have experience of leading Discovery phases within the public sector Nice to Haves Demonstrate experience of taking a service through the GDS Service Assessment Demonstrate experience of developing cutting edge, engaging, dynamic designs and services that reflect a change in an organisation's online presence No. of Suppliers to Evaluate 5 Proposal Criteria Approach and methodology towards meeting the published requirements, the Essential, and the Nice to Have Skills required How the approach meets DIT's goals Team structure and experience The estimated timeframes for the work to be undertaken and how this meets the requirements Cultural Fit Criteria Demonstrate Agile Working Have a commitment to excellence Have a commitment to team working Demonstrate an approach to transferring knowledge and experience to DIT staff to support learning from this project Payment Approach Capped time and materials Assessment Method Written proposal Case study Work history Reference Presentation Evaluation Weighting Technical competence 65% Cultural fit 5% Price 30% Questions from Suppliers Budget range £70,000
