Die Erste Abwicklungsanstalt (EAA) ist eine wirtschaftlich und organisatorisch selbstständige Anstalt öffentlichen Rechts. Sie wurde 2009 errichtet, um zur Stabilisierung der Finanzmärkte beizutragen. Gemäß Statut ist es ihre Aufgabe, von der ehemaligen WestLB übernommene Risikopositionen verlustminimierend abzubauen. Der mit dieser Ausschreibung zu vergebene Auftrag beinhaltet den Rahmenvertrag Büro- und Verbrauchsartikel der EAA. Ziel des Auftrags ist die fristgerechte Versorgung der EAA mit Büro- und Verbrauchsartikeln des laufenden Bedarfs in der vorgegebenen Beschaffenheit.
