Tender description

Westminster's Rough Sleeping team commissions services to help empower homeless and vulnerable individuals to rebuild their lives and find sustainable accommodation. To support the delivery of the Rough Sleeping Strategy 2017-2020 and the City Council's “City for All” vision, we are looking to procure Rough Sleepers Outreach Services, to be delivered in line with the Rough Sleeping Team's Key Commissioning Principles. Further details of these strategies and principles can be found in the procurement documents. The procurement will be split into two lots, the Westminster Street Engagement Service and the Westminster Entrenched Rough Sleepers Service. Further details on each lot can be found below. The City Council is seeking to procure an outreach service to support rough sleepers with a route away from the street. The provider will be expected to design, develop and deliver a flexible, rapid intervention service for anyone rough sleeping on the streets of Westminster. This will include people in cars, tents & any sleeping situation that is considered “not fit for purpose”. The cohort for the service will consist of: i) all persons found in the City of Westminster; and ii) are over 16 years of age; and iii) sleeping rough (as defined by chain); iv) former rough sleepers in the Westminster pathway that are at risk of becoming street homeless; v) any rough sleeper that is involved in street activity including drug use, drinking and anti-social behaviour in the City of Westminster. The cohort for this lot will not include individuals who are covered by the GLA SIB contract or by the Lot 2 service. The council is aiming to procure a leading service to engage and support some of the country’s most challenging individuals. The provider will be expected to come up with innovative ways of supporting a pre-determined group of individuals that require a wholly different approach than the traditional rapid intervention of a new rough sleeper. The team will be expected to end the street sleeping of all of those in the cohort consisting of 120 individuals and support them into sustainable lives away from homelessness. 20 of the original cohort must be identified for a Housing First approach within the implementation of the project. The provider will work alongside the GLA SIB contract and the Lot 1 Westminster Street Engagement service provider.
