Tender description

Scottish Borders Council is seeking notes of interest from providers who would be interested in tendering for the provision of a Community based Housing Support Service which will assist people who are homeless, or at risk of homelessness and in identified housing need. Scottish Borders Council is seeking notes of interest from providers who would be interested in tendering for the provision of a Community based Housing Support Service which will assist people who are homeless, or at risk of homelessness and in identified housing need. Short-term Housing Support Services can be defined as services which aim to develop a service user’s capacity to maintain and sustain a tenancy following the completion of an agreed programme of support. Support will be provided to service users who have been assessed by the Council to be in need of short-term housing support services in accordance with the Housing Support Services (Homelessness) (Scotland) Regulations 2012 and Section 32B of the Housing (Scotland) Act 1987 inserted by Housing (Scotland) Act 2010). It is intended the contract will include a proportion of guaranteed hours (80 %) with hours beyond this level purchased on a spot contract basis (20 %). Based on a combination of historical usage data, and projections of future need set in the context of the eligibility criteria, the range of weekly Housing Support hours is expected to vary between 144hrs (80 %) and 180hrs (100 %) per week. The indicative hourly rate for service delivery is estimated to be between 18.00GBP and 19.96GBP, this value is an all-inclusive hourly rate. Providers should note that this service is a current provision and therefore it is likely TUPE may apply.
