Tender description
Why the Work is Being Done An opportunity for a supplier to provide Project Management and PMO office services needed to support the implementation activities associated with NELCSU ICT Capital Programme for 2018. Key requirements include: • Full project documentation produced and all NEL CSU processes adhered • The successful, as defined by the Programme Board, delivery of all projects. • The Completion of all procurement activities. • User acceptance signed off by the customer. • Operational Readiness Acceptance process complete and signed off by NEL Support services. There are 10 programme Work streams with key activities which need to be completed by 31st March 2017. Problem to Be Solved This programme is designed to mitigate the risks to ICT Technical service delivery associated with the legacy infrastructure . The CSU has an established PMO function to which this service will report and this additional service is required to manage the capital programme work streams. The managed service is required to complete key project deliverables by the 31st March 2018. It is key that this service manages the full project life cycle, including procurement and stakeholder engagement. It is estimated that 2 x Project Manager and 1 PMO Admin would be required. Who Are the Users ICT Services are provided to both the CSU and Customers. The users need to access an ICT Infrastructure which is fit for purpose and is built around up to date technologies. The CSU continually invests in service improvements to enhance and add value to the service provided. This is done by ensuring users have access to the latest technologies and this managed service will play a key role in this delivery. Early Market Engagement Work Already Done This scheme picks up the previous CSU technical services improvement programme started in 2016 prior to the merger between NEL CSU and SE CSU. Key areas included the enhancement of Telephony services and Data Consolidation projects which commenced in 2017. The managed service will feed into the existing Programme Management structure with NEL and adhere to existing process and procedure. Existing Team The successful supplier will need to engage with the following existing teams: Senior Management team of ICT with NELCSU Transformation Team (NEL 2020) Contracts & Resourcing team with ICT Procurement team with ICT PMO (London) Technical Service Operations Team Technical Services Support Team ICT Service Desk The service will report into the existing London PMO service and is expected to full adhere to all existing process and procedures together with all reporting and governance requirements. Current Phase Not applicable Work Location NEL has a number of sites in which the supplier can work including 1 Lower Marsh, Waterloo, which is the preferred site for this programme. Other key sites include Beccles House (Beccles, Suffolk), Kent House (Ashford Kent), The Causeway (Durrington-on-Sea, Sussex) and the service may have requirement to work from these sites or localities as required. Working Arrangments Whilst this opportunity is being offered as a managed service, it forms part of our ICT Service Improvement Programme and therefore it is vital that the successful supplier's staff work closely on site with individual teams mentioned. This will include face to face meetings. There is an expectation for the supplier to be onsite at least 4 days a week. All expenses must be within the financial envelope. Security Clearance No security clearance required. Additional T&Cs Standard Contract under this Framework will be used. Skills & Experience Have demonstrable Project Management experience in planning, risk, dependency, financial and change management aspects off the deployment. The Ability to demonstrate the analytical & technical skills needed to achieve the outputs of this programme Experience working with suppliers Experience of working in the commercial environment with ICT Prince 2 Practitioner Experience in delivering multiple ICT projects concurrently Experienced at compiling realistic large project and/or programme plans and delivering to Experience of managing large Project budgets Experience of managing and motivating teams Communication & Presentation Skills Detailed Reporting Skills Ability to lead and manage projects, displaying initiative and an innovative approach where necessary Excellent relationship management skills and experience of liaison with senior managers and clients Ability to understand the strategic overview whilst giving due attention to detail Ability to identify opportunities, analyse options and develop creative solutions Ability to work in a fast pace and evolving environment Nice to Haves Experience of working in an NHS ICT Programme Management environment PMP Certification CCNA (Cisco Certified Network Associate) Degree Educated in a Technical subject ISEB International Diploma in Business Analysis No. of Suppliers to Evaluate 5 Proposal Criteria How approach and methodology meets the requirements How the approach meets user needs Team structure and ability to fit with existing team Value for Money Areas to add value to the ICT PMO and ICT Service Cultural Fit Criteria Be able to demonstrate they have a history of working with NHS organisations including Service Providers i.e. CSU's Have the ability and willingness to align with the current programme approach Need to demonstrate a flexible, positive and transparent approach Payment Approach Time and materials Assessment Method Written proposal Evaluation Weighting Technical competence 50% Cultural fit 20% Price 30% Questions from Suppliers Budget range
