Network Rail is reviewing its strategic approach to managing its fleet of road vehicles and is seeking to understand options available in the market to ensure the best value for Network Rail for both the short-term and longer term. Network Rail currently manages the following services either themselves or through a third party service provider: — Fleet Management System & Reporting Suite, — Vehicle Maintenance (Servicing, Maintenance, and Repair), — Provision of new vehicles, utilizing market position to increase safety and value for money of the fleet, — Disposal of existing owned fleet to achieve best economic value, — Provision and Management of Short Term Hire and Pool Vehicles, — Management of Fleet mileage and utilization (including redeploying vehicles), — Vehicle Compliance Management and ‘O’ License records, — Helpdesk & Driver support services such as Breakdown & Recovery, glass etc, — Accident and Claims Management, — Vehicle Utilisation/Optimisation/Downtime Management, — Vehicle MOT Management, — Vehicle Insurance/Motor Insurance Database maintenance, — Grey fleet management. As part of responses and subsequent discussions, Network Rail are keen to understand how we are able to enhance our current approach to Fleet Management, particularly in the areas of: — Safety - How can your expertise, market position, and service offering help us provide a safe and compliant fleet to support our operations and reduce our occupational road risk? — Innovation - Given the complexity of Network Rail’s fleet, how would you support us to utilize emerging vehicle & plant technology, and provide innovation through Management Information and Business Intelligence? — Options for integrated end-to-end Fleet Management – How would you propose to manage a fleet of our size and complexity, including managing multiple existing arrangements and 3rd parties to deliver an integrated solution to NR? How would your approach support our devolved operating model? — Operating Model - Given our existing fleet arrangements, what operating model would you propose to transform the entire scope of our fleet management, delivering efficiency and innovation and what are the options for achieving an optimised balance between engaging with an NR central fleet capability and the eight regional route businesses? — Fleet Utilisation - How would you ensure Network Rail has the right number and type of vehicles to meet operational requirements at any time, at the best cost? — Pool and Hire Vehicles - How would you propose to manage our pool and hire vehicles to increase utilization, safety and value for money to Network Rail? — Technology - How would you maximise the benefits achieved from NR existing investment in in-vehicle technology. We also welcome innovative ideas and best practice suggestions for creative fleet services, if not already covered in the earlier points above. We are also seeking interest from any parties interested in the maintenance of Road Rail Vehicles to incorporate both road and rail maintenance activities. We invite interested parties to attend supplier workshops to discuss what options are available in the market and how these can provide the best value and efficient services for Network Rail. Interested parties are requested to respond to this notice and shall be invited to attend workshops for discussions around possible solutions for these requirements. Please note that this notice does not replace the previous PIN notice and is intended to further explore the market for optimum road fleet services. Interested parties should express their interest no later than 12 pm on the 12th January 2018.
