Summary of the work An exciting opportunity for a supplier to shape the local governance arrangements needed to support NELCSU ICT, following the merge of SECSU and NELCSU in April 2017. This will include leading on the implementation of a customer contract management system. Expected Contract Length Six months Latest start date Wednesday 22 November 2017 Why the Work is Being Done The following outputs will be required by the successful supplier: Lead implementation of customer contract management system BravoSolutions ensuring system providing comply with their legal requirement. Summarise all customer contracts in a single dashboard Summarise key KPIs across our customer base in a single dashboard Identify services that we are contracted to deliver Identify penalties / service credit exposure across all contracts (£s) Identify performance against SLAs Identify where penalties / service credits are being incurred Identify service entitlement by customer in a single dashboard Develop the customer contract management processes needed to support the service going forward Problem to Be Solved Following the merge of SECSU and NELCSU we do not have a single process for managing either our supplier or customer contracts. This programme aims to ensure this is in place. Who Are the Users As the Director responsible for management of both supplier and customer contracts, I need to standardise the process to ensure ICT comply with our Standing Financial Instructions by putting place a single governance structure. This will include the roll out of a new contract management system. Work Already Done Following the merge of SECSU and NELCSU back in April 2017, the Executive Director of ICT has commissioned the NEL 2020 Programme which was launched. Following a formal tendering process the Contracts & Resourcing Director has commissioned BravoSolutions to provide the contracts system that will need to be implemented to support the management of both Customer and 3rd Party Supplier contracts for ICT. Existing Team The successful supplier will need to engage with the: Senior Management team of ICT with NELCSU Transformation Team (NEL 2020) Contracts & Resourcing team with ICT Supplier of new system Contract Management System: BravoSolutions Current Phase Live Skills & Experience • Have demonstrable Project Management experience in planning, risk, dependency, financial and change management aspects ff the deployment of a contract Management System • Ability to demonstrate the analytical & technical skills needed to achieve the outputs of this programme • Experience working with suppliers • Experience of working in the commercial environment with ICT Nice to Haves • Experience of working with BravoSolution of the implementation of their contracts module • Experience of working in the ICT commercial environment within the NHS Work Location NEL has a number of sites in which the supplier can work including Clifton House near Liverpool Street Station London Working Arrangments Whilst this opportunity is being offered as a managed service, it forms part of our Transformation Programme therefore it is vital that the successful supplier's staff work closely on site with individual teams mentioned. This will include face to face meetings. There is an expectation for the supplier to be onsite at least 3 days a week. All expenses must be within the financial envelope. Security Clearance No security clearance required. Additional T&Cs Standard Contract under this Framework will be used. What is the budget/estimated budget for this work? The financial cap is £88,000. 2. Please clarify the latest start date? We are looking to commence this contract as soon as possible following successful award. 3. Given our specialists experience with NHSE / DH of scoping, configuring and deploying the Contract Management module Bravo, it is our view that to meet the desired delivery time frame that additional specialist resources would be required by way of a PMO / support role for the lead consultant and analysts / procurement consultant(s). What internal resources, outside of BAU staff, are available to support the delivery? There are no additional resources outside the BAU team available to support this work, however it should be noted that this is one of the teams key priorities. 4. Will the BAU NEL contract management team be responsible for the identification and preparation of the data for uploading into the module? Or will you require analysis of current contracts by the consult to identify the data requirements? The BAU contracts team are currently pulling this information together in preparation for Bravo to upload into the system. The successful bid will need to oversee this process to ensure quality assurance. 5. It’s assumed you have currently deployed the Bravo sourcing module and only require support to configure/ implement the CM and dashboard reporting functionality? In relation to the Contract Management System I can confirm this has now been commissioned following a tendering process. As a result we are only looking for the programme management of its implementation.Please refer to the scope for the other aspects of the service required.
