Why the Work is Being Done DCC are procuring a new digital platform to enable service transformation. We have identified some key organisational capabilities and have prioritised outcomes: • a corporate low-code development platform including workflow to support an Agile development methodology. • ability to capture information (forms) • ability to upload and capture evidence (documents, images) The organisation will assist in the work to finalise business requirements through interviews with business staff; develop comprehensive procurement documents, support successful procurement; create customer journey map, identify one or more suitable business services to use as short alpha projects on likely solution platforms to inform the final decision. Problem to Be Solved To specify and ensure an appropriate evaluation, including the specification and running of alpha pilots, up to the point of a supplier being appointed, of the County Council’s new digital platform. Who Are the Users As an ICT Commissioner I need to complete assist in the OJEU procurement of a low-code Digital Platform to enable development of digital services and applications. Early Market Engagement Work Already Done We have identified a high-level pattern of user journeys across the service processes. This has allowed us to find opportunities to standardise our service offering, operations and user journeys around these patterns. Existing Team Some limited internal staff are available, including an ICT business lead and technical architect. Current Phase Not started Work Location Primarily County Hall, Topsham Road, Exeter although some visits to other locations and UK Travel may be required Working Arrangments The organisation will be required to spend most of their working time at DCC County Hall Exeter to engage with key stakeholders in setting up and delivering the project, running workshops, participating in evaluation eg supplier presentations. There may be times that work can be undertaken in other locations on agreement with DCC e.g. remote working. It is anticipated that this role will be for approximately 3 days per week (there may be periods which are busier and some weeks which are quieter depending of the stage of the process).
