Supplier Briefing for Removal of Nuisance and Illegally Parked Vehicles (Contract Ref CLC5135) Contract Description: Parking & Mobility Services propose to tender a new contract for the removal of nuisance and illegally parked vehicles as the current contract is in its last year. The contract is for the removal of nuisance and illegally parked vehicles which will essentially allow the Council to fulfil its legal obligations by removing vehicles parked in contravention of serious parking regulations and all vehicles that are considered abandoned or dangerous. The Council has a statutory obligation to remove and dispose of vehicles considered abandoned on the public highway and or in public spaces. This duty is mostly contained in the Refuse Disposal (Amenity) Act of 1978 specifying the authority of the Council to remove vehicles that appear abandoned on the public highway, whilst the Road Traffic Act 1984 and Traffic Management Act 2004 permits the Authority to remove and dispose of such vehicles contravening regulations on public highways. The contract will also provide for a removal service and parking enforcement on Tower Hamlets Homes (THH) managed land. We are exploring 2 options: 1) Suppliers provision of the Car Pound 2) Council’s provision of the Car Pound In addition, it is intended to have 3 lots to encourage potential local suppliers: Lot 1) Removal of illegally parked vehicles Lot 2) Removal and disposal of abandoned vehicles Lot 3) The enforcement of parking contraventions on Tower Hamlets Homes land The tendering of this contract is contained in the Parking Service Plan and forms part of the process of achieving the Council’s wider transport and environmental policies. Currently London Borough of Tower Hamlets owns a car pound of 71 spaces based in Commercial Road, E1 0HJ, from which the Pound management and payment centre operate. The premises may not be available throughout the lifetime of the contract due to the Council reviewing its premises strategy. As a result the Council may need the contractor to provide its own car pound and payment centre facilities within a notice period of 6 months and related costs for this transfer should be included in the Contractor’s tender submission. There is currently no definitive date for the closure of the Car Pound it is suggested that to minimise potential accommodation and associated running costs, the new contract should have a 12-18 month break clause that would enable the relocation of the removal service to facilities potentially outside of the borough. The Contract term will be three years plus two plus two (3+2+2). Supplier Briefing Session The Council intends to hold a supplier briefing session on: Date: Monday 20th February 2017, Time: 10am until 12 noon Place: Tower Hamlets Council, Mulberry Place, Clove Crescent, E14 2BG. The Purpose of this event is to inform the market of the Council's intent to re-tender the Removal of Nuisance and Illegally parked vehicles contract and explain the requirements that will need to be followed and met to tender for this opportunity. Deadline for registration to attend the Supplier Briefing (via email): Thursday 16th February 2017 by 12 Noon To book a place to attend the supplier briefing, please email: michael.dryk@towerhamlets.gov.uk Confirmation of bookings will be sent via email. Note that places are limited and, to avoid disappointment, you will need to express an interest as soon as possible. Each company will be allowed no more than 2 representatives to attend the event. The anticipated contract start date is: September 2017 Supplementary Information: Interested Suppliers should note the following: • The Supplier Briefing Session is not a part of the formal Procurement process, which has not yet begun; • The Council intends, after the Briefing Session, to begin a formal process with the issue of formal invitations to the market in the normal way, and commencing with an OJEU notice; • Potentially interested Suppliers are encouraged to book places to attend the event, but attendance is entirely at a potential supplier’s discretion, and Council scoring of any future bids will take no account of attendance at the Briefing; • The presentation and all additional information coming out of the meeting will be made available to all bidders when the opportunity is formally published. • Cost of attendance is entirely at the cost of suppliers; • Suppliers will be limited to 2 places per Supplier, and names must be given in advance; • At the briefing, the Council will give a PowerPoint presentation of what the proposed procurement plan will be and the way the tender will be conducted.
