Tender description

Portsmouth City Council is inviting tenders from suitably qualified and experienced contractors to provide comprehensive Port Security Services. The successful contractor will provide manned guarding, passenger and vehicle search teams, access control and other duties as required, 365 days per annum for both Portsmouth International Cruise and Ferry Port and for MMD (Shipping Services) Ltd. These services are being sought under Lot 4 of the Security Services Framework as previously advertised on the 9.2.2016, notice number OJ S: 2016/S 027-042984. At the point of publication no expressions of interest were sought against Lot 4 as there was an existing contract in place. The Authority is targeting to have awarded the contract by 13.6.2017 with a subsequent commencement date of 1.11.2017. The initial contract term is three years with the option to extend for a further 2 years. The estimated value of the contract for all sites is in the region of 800 000 GBP per annum. Services required at Portsmouth Cruise and International Ferry Port include; security at the terminal building and staff through route, a permanent search team to include car/ coach/ vehicle/ persons/ baggage searches as directed by Port Management, freight searching, security at both the vehicle exit gates and passenger car gates. Additional security officers may also be required in the event that security levels escalates, for occasional Freight Gate cover and miscellaneous temporary cover. Services required at MMD (Shipping Services) Ltd are; the provision of a working supervisor, security officer team and vehicle marshals. It is essential that the Contractor can provide security officers that are trained to a minimum standard and these standards will vary in accordance with the different areas where security cover is to be supplied. All Contractors staff must be in possession of an SIA licence or a Licence Dispensation Notice (LDN).
