Tender description
Why the Work is Being Done IPSA are currently designing an implementation of an ERP system. Not all of the services that we provide to our internal and external stakeholders can be delivered by the ERP system and so we intend to develop an MP Portal to encompass the ERP system plus the additional services that we provide. The initial scope of the MP Portal will be delivered in two stages; stage 1 (MVP) to be delivered on 02/06/2017, stage 2 to be delivered on 28/07/2017. Problem to Be Solved MPs, MPs staff members and IPSA staff cannot access additional services not included in the ERP system. Who Are the Users As an MP, I must be able to view my Business Costs and Expenses data which IPSA intends to publish in its next publication cycle. As an MP connecting over the internet, I should only have to enter my credentials once to access IPSA’s MP Portal and link through to their ERP system with my federated identity when connecting from Parliamentary systems. As an MP, I must be able to create Job Descriptions and Contracts to support my recruitment needs. As a new starter for an MP I must be able to complete and submit an IPSA New Starter form. Early Market Engagement IPSA have not carried out any early market engagement. Work Already Done Completed discovery phase Existing Team The supplier will need to successfully collaborate with a small, in-house team including Programme Delivery Lead, Product Owner and a Business Analyst. Minimal agile delivery experience exists. Where integration with other IPSA and Parliamentary systems is required, the supplier may need to work closely with other parties, via the in-house team. Current Phase Alpha Work Location Millbank, London Suppliers may also work remotely although they must be based in the UK. Working Arrangments We expect a supplier to be flexible to our needs and work with the in-house team, currently in London. This may require a mix of on-site days (days per week to be confirmed following contract award) and remote working. Travel and expense costs associated with this contract will be the responsibility of the supplier and will not be reimbursed by IPSA. Security Clearance All supplier staff working on this Digital Outcome must have at minimum CTC clearance Additional T&Cs Skills & Experience Have demonstrable experience of successfully configuring and managing secure cloud-based hosting environments for public sector digital services scaling as required to serve up to 1,000 concurrent users Have demonstrable experience of successfully integrating systems via APIs including on-premise and other cloud-based services Have demonstrable experience of successfully delivering digital solutions that collect and manage personal and/or sensitive information with appropriate controls and protection Have demonstrable experience of successfully developing and delivering digital solutions which are able to dynamically generate PDF documentation based on static templates and form-based user input Have demonstrable experience of successfully working with other suppliers or third parties in the delivery of public sector digital services Have demonstrable experience of integrating new digital solutions with existing external federated identity service Be able to mobilise the required multi-disciplinary team to begin engaging on 27th February 2017 Have demonstrable experience of successfully assessing Discovery Phase outputs and iteratively developing and improving them using Agile methods and practices Have demonstrable experience of extracting data from multiple SQL Server databases and transforming for load in support of data migration activities Nice to Haves Have demonstrable experience of delivering digital solutions that meet Level AA of the W3C WCAG 2.0 accessibility standards Have demonstrable experience of successfully and collaboratively working with, coaching and sharing knowledge with Public Sector client teams, particularly those with limited Agile development experience No. of Suppliers to Evaluate 3 Proposal Criteria Detailed approach (phases, activities, outcomes) to deliver Alpha and Beta phases by 31st August 2017 Initial T-shirt sizing estimates for MVP features Proposed delivery team structure, including but not limited to scrum master, development and testing roles (maximum 4 FTE) Proposed technology components required (accepting limited scope information in this request) and integration approach for both in-house systems and Azure-hosted ERP Proposed approach to deployment management Detailed sprint structure that ensures proposed technical solution meets IPSA user needs and incorporates capacity to respond to feedback Approach to ensuring ISO 27001 compliance Identification of IPSA team roles, responsibilities and expectations to ensure a well-functioning joint delivery team Value for money; proposed resource profile and day-rates for the delivery of Alpha, Beta and Path-to-Live phases Cultural Fit Criteria Suppliers should outline their approach to working with clients to resolve technical and business risks or issues in a way that maximises productivity and business outcomes achieved given timescales.
