Tender description

This Prior Information Notice (PIN) is to notify the market that Hertfordshire County Council (the Council) intends to tender for the Provision of Integrated Rehabilitation Beds, with an updated service specification. Following the recent tender exercise for Integrated Rehabilitation Beds in September 2016 which was terminated, Hertfordshire County Council have gathered feedback from care homes about the project. As a result the Council will be relaunching the tender in February or March 2017 with a number of changes which we hope will make the opportunity more attractive to care home providers. Our proposed changes are as follows: — We have removed the need for homes to arrange therapy, GP and pharmacy support, these will now be arranged and paid by the commissioners. — The length of the contract has been increased to 3 years with an option to extend by up to 2 years on an annual basis (3+1+1). — The proposed service will cover the following areas: East and North Hertfordshire CCG area or the following districts — North Herts, Stevenage, Welwyn-Hatfield, East Herts and Broxbourne. — We will be removing the maximum price element from the specification. — The tender will still be open to providers registered for nursing or residential care, and we will be adding further detail in the re-tender to support homes registered only for residential care in applying for and providing this type of provision. — The estimated date of publication of contract notice is 1.3.2017. As this opportunity follows a similar tender exercise which was terminated the council will not be undertaking any formal pre-procurement market engagement event, however interested providers are invited to contact the Commissioning Team to express their interest and arrange an informal meeting to discuss this opportunity. To arrange a meeting or telephone discussion with the Commissioners, interested providers should contact Rosa Manning, Commissioning Officer on rosa.manning@hertfordshire.gov.uk by 17:00 on Monday 20th February. The Council will consider any feedback received from interested providers to help inform the Council's options and further decision making. For the avoidance of doubt, this stage of the project is not part of a formal procurement process and the Council is not committing, at this stage, to carrying out such a process. This notice is for prior information only. Participation or non-participation in an informal meeting shall not prevent any provider participating in a potential future procurement, nor is it intended that any information supplied as part of the pre-procurement process shall place any provider at an advantage in a potential procurement process. The Council will not enter into a contract based solely on the responses to this PIN and no information contained in the documents or in any communication made between the Council and any contractor in connection with its pre-procurement market engagement shall be relied upon as constituting a contract, agreement or representation that any contract shall be awarded.
