Tender description

Doncaster Council is undertaking a procurement exercise to appoint an energy supplier to provide gas and electricity services to residents and businesses throughout the Borough of Doncaster. The Council is looking to develop a ‘white label’ arrangement (the Service) with an energy provider (the Supplier) to provide the energy supply and back-office functions for this supply (including, but not limited to, administrative, customer service, switching, installation of meters). The Service will be marketed with Doncaster Metropolitan Borough Council (the Council) and be aligned to the Council, though may not use the specific branding of the Council. The key aims of the Service are to provide: — lower-cost energy supplies and — excellent customer service. The Service will initially be provided to the residents and businesses within the locality of the Council, however there is scope to expand the scope of the Services to cover other types of customer and local geographical areas. The Service which the Council is seeking to establish is a uniquely branded local domestic energy supply vehicle to reduce electricity and gas fuel bills for the residents and businesses within the locality of the Council, with the intention of benefiting citizens financially and pursuing broader environmental objectives. The Council's strategic objectives for this project include: a) Providing a better energy deal for residents, b) Making sure the energy deal is suitable for residents, c) Helping users understand their energy usage, d) Helping users reduce their energy usage, and e) Understanding our residents are better off as a result. In addition, the Supplier is to provide all back-office functions which included, inter alia, administration, customer services, switching, installation of meters.
