Tender description

Surrey County Council are tendering for the Monitoring Attendance for Looked After Children Service Contract. The current contract expires in July 2017. Surrey County Council have a statutory duty to safeguard children and to promote the education of children in care. This vulnerable group are potentially part of the Children Missing Education cohort under S19 of the 1996 Education Act (amended by the Children, School and Families Act 2010) and monitoring attendance at the defined provision is a priority for the Local Authority as is ensuring access to an education that is suitable for every individual's age and ability. The aims and objectives of this contract are: — The monitoring of attendance through daily manual telephone calls; — Production of attendance reports; — Production of Personal Education Plans. The Public Services (Social Value) Act 2012 requires the contracting authority to consider: (a) How what is proposed to be procured might improve the economic, social and environmental well-being of the area where it exercises its functions, and (b) How, in conducting the process of procurement, it might act with a view to securing that improvement. Accordingly, this tender will take into account the social value priorities of Surrey County Council relating to the economic, social and environmental well-being of the county. Delivering social value is about delivering added value by providing benefits to our residents above and beyond the core benefits outlined in the specification. For the Council it is a fundamental part of assessing value for money and determining the most economically advantageous tender therefore the Council will be actively seeking partners who share this commitment to social value and who are willing to work pro-actively to deliver social value within the county. Proposals received in response to this notice will in part be evaluated on the basis of the tenderer's approach to delivering social value. Tenderers will be required to submit their social value proposal using the Councils Social Value Measurement Charter which will be provided as part of the ITT. Social value priorities are outlined in the Charter and tenderers will be required to select and commit to social value measures that are relevant and proportional to their bid and within their capacity and capability to deliver. These measures will be evaluated using financial proxies that have been developed by the Council using published research, benchmarking and local engagement. Proposals made at the tendering stage will form a contractual commitment and will be monitored using key performance indicators during the contract term.
