Tender description
To partner with Liverpool Airport and their ANSP, ATCSL to deliver airspace changes that provide: 1. New Standard Instrument Departure Route Designs; 2. Arrival transition designs from Standard Arrival Routes; 3. PBN designed holding areas and associated missed approaches; 4. Project and Safety management of the above project; 5. Environmental reports as required by CAP 725; 6. Robust consultation plan and support for sponsor to include management of consultation responses; 7. Maximise project efficiencies and benefits; 8. AIS/Implementation Process; 9. Options for aircraft that are not PBN equipped. The project will be delivered in accordance with the 2017 version of the CAP 725 in order to meet the Prestwick Lower Airspace Systemisation project timeline of transition during March 2019. The supplier will also provide costed options for the provision of: Flight Validation required by CAP 785; ARINC submission; Non PBN equipped aircraft options. Tenders are requested for the provision of services associated with an airspace change as detailed in the 2017 version of the CAP725. The valid elements detailed in the latest version of the CAP 785 are also required. Providers are invited to submit proposals having experience of the airspace change process in the UK and having experience of UK airspace change projects, failure to meet this requirement will not necessarily result in exclusion. Clear and transparent access to a CAA approved procedure design house shall be evidenced with assurances that where third parties are used, project delays will not be generated. The procurement will require the design of standard instrument departures, likely to be 3 per runway and arrivals transitions to ILS and GNSS approaches. The aspiration of the airport is also to remove the ground based NDB hold and associated missed approaches and replace with a GNSS solution. Remaining cognisant of those not suitably equipped, the airport would also seek to provide solutions for these aircraft in terms of arrival, departures and approach. All solutions should be offered with the future airspace strategy firmly at the forefront of the proposal with commercial attractiveness and efficiency for the airport being of equal weighting. It is imperative that continuous climb (CCO) and descent (CDO) options are provided, that designs compliment CCO and CDO requirements and designed routes offer fuel saving efficiencies fro airlines and operational interoperability and simplicity. In tandem with this, airspace capacity will be required to exceed the capacity of the runway/terminal and aspire to minimise delays and any need for en-route holding. The requirements of the CAP 725 and other CAA/European Guidance with regard to the environmental piece is clear and therefore should be a significant factor in the proposal. The airports view is very much to do over and above the required minimum and to ensure that the consultation is robust and effective to ensure that any and all changes are considered with regard to the environmental impact of the surrounding region. Support with the management of the consultation responses is also required, although yet to be formalised the responsibility for consultation will be from surface to 4000ft covering all designs owned by LJLA (SIDs, transitions, Holds & Missed approaches). The STARS will be designed by NATS En-route Limited however consultation requirements upto 4000ft will remain with LJLA and the project. The airport would requirethe tenderer to provide a costed option for the flight validation process and to ensure that the designs are tested with Boeing 738, Airbus A320 and Q400 aircraft types. (subject to amendment) The management of the ARINC process is also required as is assistance with the AIS change process. the development and implementation of procedures for non equipped aircraft should also be factored as costed option. Cost saving options are also welcomed in this regard. Collaborations between providers will be accepted provided a clear statement of responsibility is made and that the primary supplier takes full responsibility for the collaboration. LJLA is currently seeking partial project funding from the Innovation and Networks Executive Agency (INEA) and will therefore be required to meet certain conditions if the application is successful, these would be discussed on request but would require as a minimum clear and detailed invoices to be submitted in line with the INEA programme. Should LJLA be unsuccessful in their funding a change of scope may be necessary.
