Tender description

The Office for National Statistics (the Contracting Authority) requires a Threat Intelligence briefing and an accompanying report to inform the security requirements for Census 2021. This report will include: • Sector Review - highlighting the threats to the wider sector at a higher level. • Threat Actors - an attempt to identify threat actors currently and historically targeting ONS. • Tactics, Techniques and Procedures - detailing the malicious software deployed by threat actors potentially targeting ONS. • Threat Landscape - highlighting ONS' specific landscape by mapping their public footprint. Outputs • An on-site Threat Intelligence briefing with the ONS census management team: o The briefing is on the basis of an awareness threat intelligence session for Census's senior leadership team • An accompanying Threat Intelligence report: o The report will contain sector review, threat actors and Tactics, Techniques and Procedures (TTPs) sections. o This report will be an input into the development of security requirements for census 2021. During the engagement, the CIC may detect time critical alerts of ongoing or anticipated threats and these, with accompanying information, will also be provided to ONS.
