Tees Valley Combined Authority (TVCA) wishes to appoint a technical consultant with strong experience in delivering district energy schemes to provide ongoing technical advice in respect of the Middlesbrough District Energy Network Project (the Project). The Project is a 3 phased district energy scheme with a total capex between £30 and £40 million in Middlesbrough town centre in the Tees Valley, North East England. The Project has recently completed Outline Business Case stage. To undertake the detailed project design and commercialisation of the MIddlesbrough District Energy Network and to act as technical advisor to the TVCA (or any special purpose vehicle established by TVCA for this purpose) during the procurement of a design, build, operate and maintain contract or contracts. The initial contract will be in place from end February 2018 until the completion of the procurement process (estimated summer to autumn 2019) and is estimated to have a value of between (£100,000 and £200,000 depending on the complexity of the procurement process. Thereafter, the advisor may be retained at TVCA's discretion to advise TVCA during the construction phase. A total estimate of 300 000 GBP has therefore been included.
